Subject Review discussion of Monographs 6, 9, 11 and 12
Monograph 6 - Emergency Calls
Recommended to delete the words , "Chief" in Paragraph 1 of Page
2 so that it now reads, "Officer in Charge " Deletion approved
Procedure 5 on Page 2 - reference was made to Chapter 89 , Section
7B relative to the matter of stopping behind a school bus At
the present time it is not clear how long a police vehicle must
remain stopped behind a school bus until proceeding to the scene
of an emergency in question This will be clarified by an amend-
ment at the end of the Lexington Monograph, until such monograph
is revised by the MPI
Procedure 12 , Page 3 - it was the department recommendation to
delete this section in its entirety Since there was a possibility
of conflict between this section under the Emergency Calls Mono-
graph, and Monograph 17 on fires, it was decided unanimously to
delete Procedure 12 under Monograph 6 and to reconsider at the
time Monograph 17 - Fires - was under discussion The Monograph
6 was passed unanimously as amended
Monograph 9 - Traffic Accidents
It was recommended by Chief Corr, that Procedure 10 h , Page 3,
be deleted in its entirety and replaced with the following
"Accidents involving minor property damage (under $200) and no
personal injury do not require a police report unless a traffic
law violation has been committed All accidents involving
pedestrians vs motor vehicles , or bicycles (including motorized
bicycles) vs motor vehicles should carry a presumption of
personal injury even though none may be obvious at the time of
the accident "
It was recommended that a new Procedure, 10 i be added as follows
"In all accident cases which require a police report, statements
should be taken from each operator, passenger, witness and others
who are materially involved "

Procedure 11 d was amended to delete the words, "if in working
order "
Procedure 11 i was amended to delete the words in the parenthesis
" (e g tire, light, horn, or brake damage are especially important) " ,
so that the new 11 i will read "damage to vehicles"
Procedure 14 should be amended to read as follows "An officer
responding to and handling traffic accident shall submit a full
report at or before the conclusion of his tour of duty or as soon
as possible thereafter to include all information which may be of
assistance in any subsequent proceedings
Procedure 16 - to amend this paragraph so it shall now read, "If
it is determined that there is sufficient evidence, appropriate
criminal charges should be made against those involved "
After reviewing the balance of the monograph, paying particular
attention to Procedures 5 and 15 , the monograph as amended, was
approved unanimously
Monograph 11 - Search and Seizure
Chief Corr reported that there were no department additions or
deletions recommended A general discussion followed of the
entire monograph, paying particular attention to Procedure 17
There were also general discussions and participation from
members of the general public The monograph was adopted as
submitted unanimously
Monograph 12 - Strikes and Labor Disputes
There were no department recommendations The monograph was
adopted unanimously
It was agreed that the next meeting of the committee would be at
7 30 P M on March 17 , 1977 at Estabrook Hall At that time the
following monographs are to be discussed
7 - Family Disputes
8 - Rape Investigation
13 - Hit and Run Investigations
14 - Missing Persons
