HomeMy WebLinkAbout1976-10-12-PDMC-min.pdf POLICE MANUAL COMMITTEE Meeting 10/12/76 7 45 PM Members Present Kent, Corr, Keith, Cella, Mabee, Hays, Chapin Place Police Department Library The meeting began with Chief Corr giving the committee a guided tour of the police facilities Our discussion reviewed the meeting of 9/29/76 with the representatives of the Massachusetts Police Institute (MPI) There was general agreement within the committee of the logic of developing a new police manual with the three basic divisions all as suggested at the MPI meeting The three sections are 1 Rules and Regulations 2 Job Description 3 Policies and Procedures The present rules and regulations pretty well cover the rules , regulations and job description The third section on pol- icies and procedures will for the most part, be a duplication of the policies and procedures of the MPI At the present time there are some 24 as previously noted, with the possible addition of policies and procedures on firearms and use of dogs It is anticipated that any change in the language in the present rules and regulations , or in the MPI policies and procedures, would be relatively minor and would only serve to make the manual clearer Assistance from the MPI is to be arranged through the Chief at the appropriate time Any further discussions with the collective bargaining unit within the police department will also be coordinated through the Chief It is anticipated that the promulgating authority for the manual will be as follows Section 1 and 2 - Selectmen and/or Town Manager Section 3 - Chief of Police The committee feels that now is the appropriate time for us to go before the Board of Selectmen with a preliminary report For this purpose, Chairman Kent is to prepare a preliminary draft for distribution before, and for discussion at the next meeting This next meeting is scheduled for Monday, C•, November 1 at 8 00 PM at the Police Department Library 00 Adjourned 10 15 PM Com' Hugh M Chapin, Clerk COPY TO: BOARD MEMBERS � 10-18-76
