Commissioner Absent: Dan Hisel, Robin Lovett. Associate Commissioners Present: Richard Neumeier, Brien Cooper. Associate Commissioner Absent: Chair Paul O’Shaughnessy called the December 5, 2024 Historic Districts Commission meeting to order at 6:16pm. Richard Neumeier and Brien Cooper were acting as the voting member during the meeting. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 1575 Massachusetts Avenue, exterior alterations (Solar Canopy) in the Battle Green Historic District Documents 24 1126 Lexington Police Solar Canopy_Updated Renders_Reduced: November 27, 2024 The architect Jeffery McElravy, Mark Barrett, Project Manager of Lexington Public Facilities, and Michael Cronin, Director of Lexington Public Facilities, explained the delegated racking system details of solar canopy plans at 1575 Mass Ave. The Commission agreed that the final proposed plans were appropriate on the condition of intensive delegated racking system details. Dan Hisel and Bob Adams have been served as liaisons for this application. William Erickson, 31 Sherman St, expressed his supports and concerns in regards to this solar canopy project. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1575 Massachusetts Avenue on the conditions of racking system details. Motion carried, All in favor. Acting Chair Edward Adelman opened the continued hearing for 13 Depot Square, exterior alterations (Exterior Alteration) in the Battle Green Historic District Historic Districts Commission 1 / 4 Documents 13 Depot Sq – HDC December 2024: dated December 3, 2024 The applicant explained the proposed signage plans for the structure at 13 Depot Square. The Commissioners agreed that the proposed plans were appropriate. Paul O’Shaughnessy was abstained himself from vote of this hearing, and Edward Adelman was acting as the Chair for this hearing. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 13 Depot Square. Motion carried, All in favor. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 1822 Massachusetts Avenue, exterior alterations (Signage) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated October 24, 2024 Photographs of entire face of each building elevation visible from the public way: dated October 24, 2024 Material List: dated October 24, 2024 Work scope Narrative: dated October 24, 2024 Owner Authorization Letter: dated October 24, 2024 Legal Advertisement Authorization Form: dated October 24, 2024 Santander 663 revised per Historic review: dated December 11, 2024 The applicant explained the proposed signage plans for the structure at 1822 Mass Ave. The Commissioners agreed that the proposed signage plans were appropriate. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1822 Massachusetts Avenue. Motion carried, All in favor. Historic Districts Commission 2 / 4 Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 7 Harrington Road. Motion carried, All in favor. Chair Paul O’Shaughnessy opened the formal hearing for 1912 Massachusetts Avenue, exterior alterations (Exterior Lighting) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated November 3, 2024 Photographs of entire place of each building elevation visible from the public way: dated November 3, 2024 Material List: dated November 3, 2024 Work Scope Narrative: dated November 3, 2024 Catalogue cut sheets: dated November 4, 2024 Owner Authorization Letter: dated November 3, 2024 Legal Advertisement Authorization Form: dated October 30, 2024 The applicant explained the proposed exterior lighting plans for the structure at 1912 Mass Ave. The Commissioners agreed that the proposed signage plans were appropriate. Paul O’Shaughnessy will serve as liaison for this application. Dawn McKenna, 9 Hancock St, expressed her concerns in regards to this exterior lighting project. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1912 Mass Ave. Motion carried, All in favor. The Commissioners agreed that the proposed window replacement plans as presented were appropriate, but it should be wood material to be installed as presented. This window replacement would be eligible for the Community Preservation Act (CPA) funding. Dawn McKenna, 9 Hancock St, expressed her concerns to this window replacement plans. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 3 Bedford Street. Motion carried, All in favor. Historic Districts Commission 3 / 4 INFORMAL HEARINGS Signage for Across Lexington The Commission informally reviewed the proposed signage plans for Across Lexington plans. Dawn McKenna, 9 Hancock St, expressed her concerns regarding this Across Lexington Signage. Suzie Barry, Chair of Lex250, stated that the Lex250 Commission was enthusiastically in support of this signage project. Exterior Siding and Window Replacement to 561-563 Mass Ave The contractor Ray Falke explained the proposed exterior siding and window replacement plans for the structure at 561-563 Mass Ave. The Commission informally reviewed the proposed plans, and Edward Adelman will serve as the liaison for this project. Addition & Renovation to 678 Massachusetts Avenue The architect Colin Smith and contractor Matthew Thenen described the proposed sketch site plan for 678 Mass Ave. The Commission will formally review the proposed sketch site plan and addition plans in January 2025 HDC meeting. ACTION ITEMS Review and approval of 2025 HDC Calendar This item will move to January HDC meeting.
