Lovett (attended at 6:13pm).

Chair Paul O’Shaughnessy called the October 10, 2024 Historic Districts Commission meeting to
order at 6:05pm.
Richard Neumeier was acting as the voting member for the hearings of 1656 Massachusetts Avenue.
Vice Chair Lee Noel Chase was acting as the Chair of the HDC for the applications of 1656 Mass
Ave, 1666 Mass Ave, 1 Gibson Rd, 1833 Mass Ave, and 13 Depot Sq.
FORMAL HEARING
Vice Chair Lee Noel Chase opened the formal hearing for 1656 Massachusetts Avenue, exterior
alterations (Signage) in the Battle Green Historic District

This signage application has been administratively approved before the meeting.

Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to
1656 Massachusetts Avenue. Motion carried, All in favor.

The applicant explained the proposed signage plans for the structure at 1666 Massachusetts Avenue.
The Commission agreed to continue this application to November HDC meeting. Paul O’Shaughnessy
will serve as the liaison for this application.

Lee Noel Chase made a motion to establish Paul O’Shaughnessy as liaison working with the
applicants to create an appropriate design and continue this hearing to November HDC meeting.
Paul O’Shaughnessy seconded. Motion carried. All in favor.

The architects explained the proposed exterior renovation plans for the new Chase Bank Branch at 1833
Mass Ave.
The Commission agreed to continue this application to November HDC meeting. Dan Hisel will serve as
the liaison for this application.

CONTINUED HEARING
Vice Chair Lee Noel Chase opened the continued hearing for 13 Depot Square, exterior alterations
(Exterior Alteration) in the Battle Green Historic District

The applicant explained the proposed exterior alteration plans to 13 Depot Square.
Chair, Paul O’Shaughnessy was abstained in terms of vote because he is the member of Lexington History
Society but there is no financial interest. A quorum was preserved. The Commission reviewed the
proposed exterior alteration plans and agreed to continue this hearing to November HDC meeting. Edward
Adelman will serve as the liaison for this application.
Dawn McKenna, 9 Hancock St, expressed her concerns regarding this exterior alteration.
Lee Noel Chase made a motion to establish Edward Adelman as liaison working with the applicants
and continue this hearing to November HDC meeting. Edward Adelman seconded. Motion carried.

The applicant Barry Cunha and architect Miriam Gusevich explained the proposed monument plans to
1884 Mass Ave.
Paul O’Shaughnessy disclosed that he is the member of Lex250 Commission. Some Commissioners
expressed their concerns about the landscaping plans. Paul O’Shaughnessy stated that HDC would be
unable to issue a Certificate of Appropriateness based on the vote because the full design had not been
submitted. The Commission suggested that the applicant should withdraw this application and resubmit it
with full design plans later.
Bebe Fallick, 4 Diehl Rd, Matthew Siegal, Executive Director of LexArt, Dawn McKenna, 9 Hancock St,
Rosemary Trowbridge, 639 Mass Ave, expressed their concerns in regard to this monument.

Robin Lovett made a motion to continue this hearing to November HDC meeting. Paul
O’Shaughnessy Seconded. Roll Call Vote: Edward Adelman – No, Dan Hisel – No, Robin Lovett –
Yes, Lee Noel Chase – Abstain, Paul O’Shaughnessy – Yes. This motion was not carried.
After a lengthy discussion, Robin Lovett made a second motion to approve the design as presented
during the October-10-2024 HDC meeting and issue a Certificate of Appropriateness. Paul
O’Shaughnessy Seconded. After further discussion, Robin Lovett withdrew this second motion to
approve the design as presented during the October-10-2024 HDC meeting and issue a Certificate
of Appropriateness. The Commission suggested that the applicant should withdraw this application
and resubmit it with full design plans.

Historical Restoration of the Stone Building (735 Massachusetts Avenue)
The Commission reviewed the historical restoration plans of the structure at 735 Mass Ave.
