WEST SUBURBAN REGIONAL REFUSE DISPOSAL PLANNING BOARD
MINUTES October 21, 1969
The West Suburban Regional Refuse Disposal Planning Board met on Tuesday,
October 21, 1969, at Lexington, Mass The following representatives were present.

In attendance also were Mr Thomas Burke of the Lexington D.P,W , Mr. Richard
Flavin of Reclamation Systems, and Mr Marvin Pickett of Camp, Dresser and McKee.
The meeting was called to order by Chairman Pheeney at 8.15 p.m.
Mr Flavin was introduced by Chairman Pheeney and then presented his company's
proposal to the Board members. Mr Flavin described the design and operation of the
Reclamation Systems compacting plant to be built in Cambridge Re mentioned that
while Reclamation Systems has not yet procured a sanitary landfill site, there was
a potential of acquiring such a site in either Maine or Western Massachusetts
Mr Flavin gave as an approximate price of $7 50 per ton for refuse processed by
Reclamation Systems, including hauling and landfill disposal costs He said the
company expects to have the Cambridge plant operating in 6 months' time
Mr. Flavin also mentioned to the Board the passage by the Massachusetts General
Court last August of a piece of legislation that established a Solid Waste Bureau.
The purpose of the legislation is to give financial incentives to communities wishing
to implement regional refuse disposal procedures Mr Flavin then answered questions
from the Board The majority of these concerned themselves with the insurance needed
by a disposal district that a particular landfill site would be available for the
contractual time of the agreement between a district and a compacting company as
Reclamation Systems proposes to be Mr Flavin recommended to the Board that for
the answers to the questions raised by the Board members the Board should wait until
the Cambridge plant was actually in operation before seriously considering a similar
plant for the Board's region.
At the requests of Peter Reiman and Arnold Briggs, Mr Flavin will see that the
Board is kept informed of the development of the Cambridge plant including the ac-
quisition of a proper landfill site. Mr Flavin will also provide the Board members
with a technical description of the presses to be used and copies of the company's
new brochure.

Mr Flavin left at 9:30 p.m.
Mr Marvin Pickett presented Progress Report Number 5 from Camp, Dresser and
McKee to the Board. The report prepared by CDM as a result of the joint meeting
of the Site and Engineering Committees on September 23, contained preliminary
plans and costs on the articles of an incinerator for the region's anticipated
1990 needs, an incinerator for half the region's needs anticipated for 1990, and
a sanitary landfill for the region's present needs In addition to the report
as presented the Board requested CDM to supply the Board members with a table
for the half capacity incinerator comparable to Table 4 of the report Mr Marvin
Pickett agreed to do so
The Engineering and Site Committees submitted the following recommendation
resulting from the September 23, 1969, joint meeting:
It is recommended that further interest in incineration based on current tech-
niques be deferred indefinitely and that emphasis be concentrated upon compaction
disposal while reviewing promising new approaches to disposal technology In
keeping with this approach, the Board will prepare a summary report of status
including any recommendations for further action and submit this report to the
participating communities The target date for report submitted is December 1,
1969 The recommendation was unanimously accepted by the Board
It was announced that the Steering Committee meeting of September 30, 1969,
was canceled
The minutes of the September meeting were accepted
Peter Reiman reported that through a conversation with Mr Wilborn Alexander
he learned that the Penn Central is still interested in rail-haul refuse disposal,
but are not ready to start such an operation at the present time.
The next meeting of the Board was set for November 18, 1969, at Arlington, Mass
It was suggested by Chairman Pheeney that all subcommittees have their final
recommendations prepared for the November meeting.
The meeting was adjourned at 10.25 p.m.
