HomeMy WebLinkAbout1969-09-16-WSR-min.pdf WEST SUBURBAN REGIONAL REFUSE DISPOSAL PLANNING BOARD MINUTES September 16, 1969 the West Suburban Regional Refuse Disposal Planning Board met on Tuesday, September 16, 1969, at Bedford, Mass The following representatives of the participating communities were present Arlington - W. H. Borghesani, Edward Murray Bedford - John K. Litchfield, Marietta P Ellis, Jerome J Pickett Lexington - Arnold Briggs Lincoln - John B Niles Waltham - Charles T Pheeney Weston - Peter A Reiman, Jackson Wright The following representatives were absent Arlington - Charles Hughes Concord - Robert B Lowe, Chester M. Howe, Ray Sunstrom, Jr. Lexington - William Whalen, Richard H. Soule Lincoln - Robert L. Allen, James T Foust Waltham - Joseph L. Houde, Joseph P Shea Westca - Alexander Jenkins Also in attendance was Mr. Marvin Pickett representating Camp, Dresser and McKee The meeting was called to order at 8:20 p.m. by Chairman Pheeney 1 Mr Marvin Pickett submitted to the Board the report of Camp, Dresser and McKee for the month of September Since the report evaluated several possible incinerator sites for a regional refuse district a discussion on the sites listed in the report resulted Marietta Ellis asked Mr Marvin Pickett why the report recommended site number four as having the best possibilities when site number two had all the advantages required of a site without the detracting features that hamper the use of site four Mr Marvin Pickett answered that although he did not have at present all the data concerning the sites recommendations, he felt site four was recommended as best by Camp, Dresser and McKee because of its case of accessibility from the Waltham areas of refuse generation. Charles Pheeney questioned the wisdom of site four when it would involve refuse trucks moving over residential city streets Arnold Briggs stated that he felt there were no obvious deterrents to the use of site two To answer Camp, Dresser and McKee's request for authorization to proceed with further study on site fcur, Peter Reiman suggested a joint meeting of the Engineering and Site Committees be bold The joint meeting was set for September 23, 1969, at the Jones House in Weston, Mass All members of the Board who are interested in the new development of site four are encouraged to attend the meeting It was moved that the Board authorize an additional $5,000 to Camp, Dresser and McKee for the evaluations as allowed under the contract with EDM (See minutes of July 22 ) The motion passed with one dissenting vote MINUTES -2- September 16, 1969 The minutes of the August meeting were accepted. The Legal committee reported that it has received comments on the agreement from the town counsels of Bedford, Concord, Lincoln and Weston. Chairman Pheeney requested that all subcommittees have their final report pre- pared by the October meeting. A Steering Committee meeting is to be held on September 30, 1969, at the Jones House in Weston, Mass , at 8:00 p.m. The members serving on the committee will be the same as for the July Steering Committee and they are William Whalon, Arnold Briggs, William Borghcsani, Peter Reiman, Robert Lowe, Jerome Pickett, Edward Murray, John Niles, and James Foust To enable the Board to be informed of the developments in the process of rail- haul refuse disposal, Arnold Briggs will try to contact Mr Saul Siagel, President of Reclamation Systems, Inc , and Peter Reiman will try to contact the Penn Central Marietta Ellis submitted a copy of an article from Mechanical Engineering on a German incinerator which produces useable steam, metal scrap, and fill material as its by-products Mrs. Ellis submitted this article with the intent the Engineering Committee couldemployit when comparing various incinerator plans proposed to the Board. The next meeting of the Board was set for October 21, 1969, at Lexington, Mass The meeting was adjourned at 10.10 p.m. Respectfully submitted, Marietta P Ellis Secretary
