HomeMy WebLinkAbout1969-06-24-WSR-min.pdf WEST SUBURBAN REGIONAL REFUSE DISPOSAL PLANNING BOARD MINUTES June 24, 1969 The West Suburban Regional Refuse Disposal Planning Board met on Tuesday, June 24, 1969, at Weston, Mass The following representatives of the participating communities were present Arlington - W H. Borghesani, Edward Murray Bedford - John K. Litchfield, Marietta P Ellis Concord - Robert B Lowe Lincoln - John B Niles Waltham - Charles T Pheeney Weston - Peter A. Reiman, Jackson Wright The following representatives were absent. Lincoln - Robert L. Allen, James T Foust Arlington - Charles Hughes Bedford - Jerome J Pickett Concord - Chester M. Howe, Ray F Sunstrom, Ji Lexington - William R. Whalen, Arnold B Briggs, Richard H. Soule Waltham + Joseph L. Houde, Joseph P Shea Weston - Alexander Jenkins In attendance also were Mr Norbert Fredetco and Mr Douglas Benusan of the North Plymouth County Regional Refuse Disposal Planning Committee. Representatives of the consulting firm of Camp, Dresser & McKee present were Mr Frank Heaney, Mr Bud Beatty, and Mr Marvin Pickett The meeting was called to order by Chairman Charles Pheeney at 8 15 p.m. The accepting of the minutes from the previous meeting was postponed because copies were not prepared in time for the meeting. Report was given by Mr Heaney, Mr Beatty, and Mr Pickett on items A and C of the contract with Camp, Dresser & McKee to advance the study of the most suitable refuse disposal facility for the proposed district At the next meeting the report from Camp, Dresser & McKee should include an evaluation of sites on which an incin- erator could be located This was requested by Peter Reiman, Chairman of the engi- neering subcommittee and is indicative of the thoughts of the majority of the Board's members The Board's members feel that. a solution of land-filling on any site located in anyone of the pariicipatiag col,munities is politically impossible and thus any site should be evaluated in terms of its c.pacity of supporting an incinerator or similar disposal plant The topic of the next meeting with Camp, Dresser & McKee is to be incinerator sites and feasibility of incineration, as suggested by Mr Reiman Mr Beatty agreed to this and further stated that at the next meeting will be included a review of incineration, general conside_ations of the problems, and some possible incinerator sites In addition to further explore the possibility of selling steam resulting from incineration of refuse Mr Heaney offered to contact industrial developers The Board applauded this offer and approve of such a move I -2- 1WNUTES June 24, 1969 The next meeting of the Board was reset from July 15 to July 22 The members of the steering comm.ttee were appointed by Chairman Pheeney They are William Whalen, James Foust, Arnold Briggs, William Borghesani, Peter Reiman, Robert Lowe, Jerome Pickett, Edward Murray,, and Joan Niles The steering committee meeting was set for July 29 at the Jones House in Weston, Mass The legal agreement was presented to the Board by John Niles of the legal sub- committee. The Board members approved of sending Inc agreement on to the Town Counsels and Boards of Selectmen of each community (Waltham - City Council) for their comments The Board decided to request the Town Counsels to submit a written report on any provisions of the agreement they wish to make a comment on by August 22 The meeting was adjourned at 10:45 p.m. Respectfully submitted, Maiietta P Ellis Secretary •
