HomeMy WebLinkAbout1969-04-15-WSR-min.pdf WEST SUBURBAN REGIONAL REFUSE DISPOSAL PLANNING BOARD MINUTES April 15, 1969 The West Suburban Regional Refuse Disposal Planning Board met on Tuesday, April 15, 1969, at Lexington, Mass The following representatives of the par- ticipating communities were present Arlington - W H. Borghesani, Edward Murray Bedford - Marietta P Ellis, Jerome 3, Pickett Lexington - William R. Whalon, Arnold B Briggs, Richard H. Soule Lincoln - Robert L. Allen, James T Foust Waltham - Charles T Pheeney Weston - Peter A Reiman, Alexander Jenkins The following representatives were absent Arlington - Charles Hughes Bedford - John K. Litchfield Concord - Robert B, Lowe, Chester M, Howe, Ray F Sunstrom, Jr Lincoln - John B Niles Waltham - Joseph L. Houde, Joseph P Shea Weston - Jackson Wright The meeting was called to order by Chairman Charles Pheeney It was announced that the Board's contract with the firm of Camp, Dresser & McKee for engineering services was signed by Board Chairman Pheeney on April 11, 1969 All the Board's participating communities with the exception of Concord, have copies of the contract Chairman Pheeney appointed the new representatives from Weston to subcommittees. The appointments were made as follows Mr Jenkins to the Site and Collection Committee Mr Wright to the Legal Committee The report on the situation of the consulting services of Camp, Dresser and McKee as given by Mr Heaney to Mr Reiman is as follows The firm was asked by the engineering subcommittee to proceed on items A and C of the contract and the findings to be reported to the Board by the end of June To implement the study of quantities and characteristics of refuse of the communi- ties involved, Camp, Dresser and McKee will provide the communities with the material necessary to conduct a survey of such information. In addition, Camp, Dresser and McKee will give to the Board members information in order to gain facts pertinent to refuse disposal from the involved communities The minutes from both the February and March meetings were accepted as written. Robert Allen moved that a word of praise be extended by the Board's members to the engineering subcommittee for its work on preparing the contract. So acted on and recorded Robert Allen reported on the public relations developments Mr Allen received a telephone call from Camp, Dresser and McKee concerning a press release relating the news of the Board awarding a contract to their firm. A release was given by Camp, Dresser and McKee for Mr. Allen's approval and will be submitted by the Camp, Dresser and McKee firm to the local papers listing the names of the representatives of each t MINUTES - P.2 April 15, 1969 community in which the release appears In order for the Board's members to be better informed on the process of the firm of Camp Dresser and McKee, a request for interim reports from the firm is to be made. A meeting of the steering committee was set for May 6, at the Jones House in Weston, Mass Members of the steering committee are Charles Pheeney, William Whalon, James Foust, Arnold Briggs, William Borghesani, Jerome Pickett, Peter Reiman, Edward Murray and Chester Howe A discussion of the manner in which the individual communities could be ap- proached for the extra funds allowed by the expected passage of the bill increasing funds allotted regional refuse committees from $3,000 to $10,000 took place The consensus was that each community request the money when possible and further unanimously recommended that the individual communities' representatives request the full amount authorized under the proposed bill instead of part of :he sum.
