Also precent Warren Roberts Mr M1che.lrnan presented drafts of two astieles to be CONTRACT placed before i•he Town Meeting. COMPLIANCE Article S in a verbatim repetition of Article 4 of ,he Town Meeting Special Town Meeting of 2 June 1969, passed by voice Articles vote. It provides for minority job opportunities on the new junior -high school oonsteuction job-. it should-follow consideration of the junior high school whenever that comes befoze the Town Meeting Article A is a changed version of Article 9 of the June Special Town Meeting, amending the General B- -Laws to provide for contract com- pliance arrangements in contracts let by ]bhe Town. it was passed b, the Town Meeting and subsequently voted down by re.l' nrendum This article should be placed before the Anneal Town Meeting in March Substantive changes are 1 Authorization applies only to relatively large projects. 2. "Minority groups" are defined as those protected by state and federal fair employment laws. 3. A committee is provided to assume specific responsibility and expedite arrangements. The Commission AGREED on two other changes In Section 2, the figure for the lower limit to the size of a project was specified at 1100.000 It was felt that a smaller contract could not realisticalio be expected to sustain such a program. In the same paragraph, authorization to expend town funds 1s qualified with the words, "provided that apnropri tions specificali iesignated for such purposes have been voted by the Town Meeting " It was AGR)EO to forward the revised ,!rafts to the Board of Selectmen with a request that the articles be place'' on the 1970 Town Warrant 2 Kr Greeley commented on correspondence between himself and TAX Town Counsel on the legality of conveying tax title lands- TITLE to prospective developers of subsidized housing at lower LATDS than fair market value Town Counsel sees statutory authority for such conveyance only to the Hosing Authority , by vote of Town 'Teeting;. It is Mr. M:lohelmanes opinion that authorization is available through the Home Rule A .iendment, which permits a town to "exercise powers not in conflict with the statutes " He recommended that, if the Town wished to exercise this power, it should do so through amendement to the By-Laws. It was AGREED to forward the correspondence to the Planning Board and suggest that they consult Mr Michelman if they desire to act on the matter of tax title lands at the March Town Meeting. Mr. Greeley reported that he and requested the Board to BUDGET include about $250 for expenses of the Commission in the 1970 budget. A copy of the preliminary report of the Planning Board on subsidized housing was given to ,*•-r. Roberts, with the understanding that it was not for publication, being a draft subject to considerable revision before being made public. The meeting adjourned at apnroxirnately 9.30 P. R.
