Speaking for the Jobs Task Foroe, Mr Weinstein present- AFFIRMATITE
ed draft wording of two articles to be included in the ACTION
warrant for the June town meeting, and a tentative plan PROGRAM
of action. Both would require a majority vote
1/ A motion like that proposed in amendment of Article 13 in the
March town warrant, authorizing the architect to negotiate for an
affirmative aotion program and appropriate money, in connection with
the junior high school construction program This would come under
the scrutiny of, the state Comptroller' s office
2/ A motion to amend the town by-laws, authorizing all town
boards, offices, committees and the town manager to provide for
[ minority group employment and to expend town funds therefor
This would have to be approved by the Attorney General and would
thus provide a valid basis for a legal test.
kc It was suggested that these two articles be requested of the Board
of Selectmen. If the Board declines to include them in the warrant,
a citizen' s petition will be sought
It was unanimously VOTED* To request the Board of Selectmen to
include an article in the June warrant covering the content of
proposal # 1 above , the to request similar action on the content
of proposal # 2 above

joint meeting of the two bodies on 28 April 1969
