HomeMy WebLinkAbout1969-LANDADVISORY-chg.pdf FUNCTION OF LAND ADVISORY COMMITTEE Any agency that is considering purchase of any paroel of land would be able to mit and get expert advice on the value of this piece of property before the owners are contacted. They would guide the agency in exploring such items as availability of utilities and services, definition of boundaries, implications of easements and other questions relating to title. This would eliminate most of the guess work that now exists. It will put the buying agency in a better negotiating position. This committee will not decide on the merits of any proposal . This is the agency's function. This committee will only comment at the value. They will also be responsible for obtaining appraisals and then evaluating them for the Boards, so if a taking has to be made we will know what awards to make. This committee would also be responsible for collecting all the necessary data to implement all the land purchase articles. Committee may negotiate the purchase only at the specific request and agreement of the originating agency and Selectmen. The Board of Selectmen would still have absolute responsibility for all land purchases. This committee would be primarily a value advisory committee.
