MEMORANDUM
To: Howard M Kassler, Chairman DATE. 11/24/76 PAGE: 1
Board of Selectmen
FROM: John J McSweeney, Chairman SUBJECT' North Lexington
Traffic Safety Committee , Association
As you know, members of the Traffic Safety Committee met with the
Executive Board of The North Lexington Association on November 4, 1976
to discuss items relating to traffic in the area The following are
the results of those discussions
1 Centerline painting on Grove Street -
It was explained to the NLA that double yellow centerlines
are used only in locations where passing is allowed, and
where the passing zones alternate from one direction of
travel to the other Such is not the case on Grove Street,
and it was therefore agreed that a single yellow line would
be painted
2 Centerline painting on Eldred Street -
As with Grove Street, it was agreed that a single yellow
line would be painted
3 Side or edge lines on both streets -
It was explained to the NLA that we have only painted edge lines
under the Chapter 90 program and that the Town does not have an
overall edgeline painting program for arterial and collector
streets
4 Crosswalk painting -
It was agreed that crosswalks would be painted at the
following locations
frO
Eldred at Bedford 19
Eldred at Ivan
Eldred at Hadley
Eldred at Grove
Grove at Estabrook School
Grove at Dewey
Grove at Gould
Volunteer at Grove
5 It was agreed that we would request a "STOP" sign permit from

Board of Selectmen November 24, 1976
6 The committee agreed that safety education in the schools was
important and that it should be a joint effort of the Police
Department and School Department
7 Utilization of 6th graders as crossing guards -
This recommendation lies far beyond the realm of responsibility
of the committee and we informed the NLA that they should contact
both the Police Department and School Department regarding it
Investigations desired by the NLA
1 "20 mph" flashing signs -
The Committee explained that the installation of such signs falls
under the jurisdiction of the Mass D.P W and that certain warrants
must be satisfied prior to State approval We also agreed to study
the location relative to those warrants
2 Narrowing the junction of Eldred and Grove -
The NLA explained that the radii at this intersection appeared
to be too great The committee agreed to refer the matter to
Engineering for study
3 "Speed Bumps" -
The committee explained that we have done research regarding
speed bumps and have adopted a policy which prohibits their
use on town ways
4 Flashing lights over crosswalks -
Withdrawn by NLA
5 Lowering posted speed limit on Eldred and Grove -
The committee explained the process by which posted speeds are
arrived at, and the fact that repetition of the process at this
time would, most probably, cause the speed limit to go up,
rather than down All agreed to leave well enough alone
6 Covered by Item 4, Crosswalk painting
7 Eldred Street and Bedford Street lights -
The committee recommended that the NLA contact the Board
regarding reactivating the signal issue at this location f
