TOWN REPORT COMMITTEE MEETING
OF 10/20/77 - TIME 8 00 P.M
AT TOWN HALL
The second meeting of the Town Report Committee was held in one of the rooms
at the Town Hall
Those present were Frank Totman, Assistant Chairman
Louis Zenner, Chairman emeritus
Robert Hutchinson, ex-officio
Rev Harold Handley
Wallace Baylies
Sam Nablo, Chairman
George Cooper, Secretary
Jeff Shaw, ex-officio
The meeting was called to order by Frank Totman (Sam Nablo was late because
of a business trip )
The Secretary's Report was read and accepted
Mr Hutchinson passed out a Memorandum to the Town Report Committee on a
"Report to Board of Selectmen dated October 17, 1977" of which Lou Zehner and
Sam Nablo presented nine points to the Board of Selectmen (see attached appendix)
Points (2) through (9) were discussed in varying detail Some cf the comments
are as follows
(a) Town Report distribution should be brought before the Town Meeting
Association
(b) Department Reports should present better Public Relation
(c) Mr Hutchinson gave his opinion on what should be _n each Department
Report - show financial responsibility, with an illustrated pie chart
(d) The Committee should consider looking into the Au3_tor's Report that
will be out in a few weeks
(e) Have a list of complaints to the various departments
Frank Totman questioned, What are the requirements of the Department's
Reports?
Rev Handley suggested new people in Town Office be pub<_shed, such as
new additions to Police, Fire, Highway, etc , also those that are retiring
Organization charts and responsibility of Department reads - Structure of
Town organization should appear in front section of the Report
Sam Nablo contacted Hal Singley, (last years chairman) on how he got in
touch with each department Hal sent out letters to each department with
guide lines for department reports
Bob Hutchinson is to get Hal. Singley' files of last ear
Town Report Committee Meeting (2) November 20, 1977
Sam Nablo and Marge Battin (Chairman of Selectmen) will get a letter out
to the various departments (Copy of this letter attached )
Lou Zehner suggested that each department's report be typed double spaced
with 45 letters to a line
The Reports are to be sent to the Town Manager's Office
Itwas suggested that Town Meeting Minutes and Election returns be a part
of the Town Report
Bob Hutchinson is to get information on cost using last years Report as a
sample
Frank Totman is to review Town Meeting Minutes Report
Lou Zehner is to look at Election report, by contacting Chairman of the
Republican & Democratic Town Committee
Photo Editor - Police Department will take photos of Committees, Chairmen
will be responsible that his committee will be present at appointed time
The overall scheduling and bids for printing will be reviewed by Bob
Hutchinson and Sam Nablo.
The deadline for reports for final publication is 2/10/78, allowing (4)
weeks for printing Report should be delivered from printer by 3/10/78 and
distributed to the citizens by 3/18/78
Town Meeting starts March 10, 1978
The Town Department 's Report deadline for Part I by 11/18/77 and for
Part II by 1/13/78
It was suggested that the Cover should be a picture of the New Flag Pole
on the Green.
The next meeting is to be announced
