LCSR G-15, T. O.B. 8O0PaI:m B March 1973 Present: Boron, Butters, E.H. Clarke, E.T. Clarke, ,Mann, Russo, Saakvitne, Silvea Turner and McArthur. Minutes of the previous meeting were accepted as preaetnedo MINUTES Mr. bfichelman reported receipt of a letter from Ar. EMPLOYMENT Stanton of General Motors Acceptance Corporation. Having requested LOS. help last rear in recruiting minority clerical. help, 1r. Stanton now seeks help in recruiting a minority worker for the Ccrapany°o newly established credit department. It was AGREED to duplicate the letter and distribute copies to possible referral agencies ouch as the Urban League, P.ETCO, the Spanish-speaking communities in Woburn end Waltham. A brief report was given of the hearings on the Flintlock SUBSIDIZED and Minute-Man proposals. Flintlock would pr,k2Am pr&vide 15 HOUSING units (8% of the total) to be sold at cost to the Owners Associations which would nen make rent0subsidy arrangements with the Housing Authority with three.-year Leases, renewable indefinitely. Tho units a:ould 0 scattered throughout the development and occupants would have full access to the common facilities. The MinuteJjan proposal is less precise: the owner is prepared to make 16 units available under an arrangement with the .Pausing Authority. Miuhelman observed that i would be a mistake, in hie opinion, for LOSR to fowl obliged to take a position on all housing proposals than include auh oidized housing. It would be better© he said, to adopt a policy stance with regard to this kind of proposal, tith or Soria to guide the Town Meeting in the decision-making on-making p_r,°ocess. Commission members concurred with these opinions. Mrs.. Drown and Ni'. Clarke observed that present Planning Boavd policy had had the effect of driving out all development of multiple housing, and some such policy statement from LCSR would be most helpful to the P.B, After some discussion it was AGREED that Mr. PIlohelman would dt tt a statement and distribute it among members for criticism, before having it printed and distributed to Town Meeting Members and ro Its newspaper. The statement will include such criteria as s 1 ,. T)nie;t should be raiz ed throughout a large development, givIns. the effect of scattered sites. 2. Thor, should be a substantial number; 8% to 15% seems a seal :.L ie range. J. TotTh Meeting should demand satisfactory answers to hard queetton.5, 2 A. Is there a commitment on which TM can rely? Ideally it should be legally binding; at least these should be a clear letter of intent. B. Does the IHS or some other non-profit agency agree to accept and administer the subsidized Wilts? Clear evidence should be presented. C. Are the terns of arrangements with the ]IS within the legal restrictions under which it must operate? Do Is there a reasonable chance that the proposal will be carried out? It was further agreed that Ibr. Kiche_lman would distribute to Commission members some remarks concerning how these LOSR criteria might be applied to proposal before the Town iieeting. These may or may not be used by him or others during discussion on Town heating floor or may be included as part of the statement for general distribution.
