The minutes of the meeting of 17 January 1973 were MUTES
acceepted as presented,
The Chairman reported having written letters to the ;;ETCO
Lexington Schco] Committee and the Minute-Han School
Committees promoting a i:ETCO prcogran in the regional
sh hool, There has been no reply yet from einute4 ian;
The Lexington S, C, supports the Commission's position,
Mr. Mann reported having spoken to i%L, Kollo-Christen-
sent, who had spoken to five of the twelve Minute-Han School
Committee members, all of whom favored admitting METCO stu-
dents. In the opinion of the Chairman of the i. .A S. C. , who
is a lawyer, there is no legal impediment to sub admission.

under supplementary conditions. IL obligates the contractor

At the suggestion of Hes. .Rifs_°in,. the Selectmen did SCATTERED
invite a report from the Housing; Authority on progress with SITES
plans for development of subsidized low and moderate income
housing on tax title sites. LCSR members were also invited
and Mr Etritclman attended. Ior. Scanlon., ILA Chairman, reported
that the Authority had made some progress in talks with £HFA, but
had done nothing reeentiy because of the pressure of activity on
the V'inebrook Housing for the 'Elderly, He told the Selectmen
he would app;.^eceate an extension ox the moratorium on sale of
the lots until at least september 1973, to allow LiiA six months
of further planning. ;127 I.lichelman told the Selectmen that, in
the event that :GIIA finds its plans not feasible, he man fi:1 hoped
the Board would give LCSR an opportunity to tryto find another
developer of the tax title lots. iirs. Riffin indicated that the
Selectmen had assented to these requests

had not been able to attend the public hearing. The pro-
posal is now being discussed by the parish, in anticipa-
tion of a vote on approval during the weekend of 3-4 March.
If parishinoners do not approve, the matter will be tabled
at Town Meeting,
There was some discussion of tenant selection policy.
It was noted that, although legally prevented from discrimi-
nation, the selection committee is permitted to give priority
400SWIRDIMX to residents. One member expressed the hope
that town employees, whether residents or not, would be given
special consideration.
On motion of Nr. Eaton, it was unanimously VOTED: That
LOSR support the St. Brigid's proposal.
The 0M.tanan designated Messrs Eaton and Mann to draft
the statement for presentation before Town Meeting,

Bedford Street/Hartwell Avenue "jug handle. " Contingent upon
the Town Meeting's approval of rezoning for this purpose,
the owners will undertake 17 To sell part of their 11 -acres
parcel behind Lexington Lumiier Company to the Conservation
Commission at 63200 per acre;, and 7 To make available the
remainder of that parcel to the Lexington Housing Authority
at the price allowed by the subsidizing authority, or not
more than 01 ,000 per acre.
This proposal sparked a discussion of the Planning Board's
policy not to approve a proposal for multiple housing unless it
includes some provision for subsidized units. It was suggested
tint the effect of this policy to date has been to prevent the
development of any subsidized housing. It was generally agreed
that the policy were better stated in positive terms: Approval
by the Planning Board will be contingent upon certain considera-
tions
