Commissioner Absent: Associate Commissioners Present: Richard Neumeier. Associate Commissioner Absent: Brien Cooper. Chair Paul O’Shaughnessy called the November 7, 2024 Historic Districts Commission meeting to order at 6:00pm. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 1575 Massachusetts Avenue, exterior alterations (Solar Canopy) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated October 24, 2024 Material List: dated October 25, 2024 Work scope Narrative: dated November 1, 2024 Legal Advertisement Authorization Form: dated October 9, 2024 23 1102 LEX Solar HDC Presentation: dated October 25, 2024 24 0307 LEX Solar HDC Presentation Update: dated October 25, 2024 The architect Jeffery McElravy, Mark Barrett, Project Manager of Lexington Public Facilities, and Michael Cronin, Director of Lexington Public Facilities, explained the proposed solar canopy details at 1575 Mass Ave. Jeff stated that the biggest most significant change of the new plans was creating more flexibility in the overall structural system. The Commission agreed to continue this application to December HDC meeting. Dan Hisel and Bob Adams have been served as liaisons for this application. Dawn McKenna, 9 Hancock St, and William Erickson, 31 Sherman St, expressed their concerns in regards to this solar canopy project. Historic Districts Commission 1 / 5 Chair Paul O’Shaughnessy made a motion to approve the changes with the stipulation that the original solar panel configuration be preserved as closely as possible. Ed Adelman seconded. After discussion with the applicants, commissioners, and public attendees, Lee Noel Chase modified the motion to continue this hearing to December HDC meeting. Roll Call Vote: Ed Adelman – Yes, Dan Hisel – Yes, Paul O’Shaughnessy – Yes, Robin Lovett – Yes, Lee Noel Chase – Yes, Richard Neumeier – Yes. Motion carried. All in favor. The Commissioners agreed that the proposed signage plans were appropriate. No Public Comments. Paul O’Shaughnessy will serve as liaison for this application. Chair Paul O’Shaughnessy will send a letter to the landlord for this signage installation. No Public Comments. Chair Paul O’Shaughnessy opened the formal hearing for 1977 Massachusetts Avenue, exterior alterations (Signage) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated September 18, 2024 Photographs of entire place of each building elevation visible from the public way: dated September 19, 2024 Site Plan: September 18, 2024 Material List: dated September 18, 2024 Work Scope Narrative: dated September 19, 2024 Owner Authorization Letter: dated September 19, 2024 Legal Advertisement Authorization Form: dated September 18, 2024 Support Letter: dated September 20, 2024 The applicant explained the proposed signage plans for the structure at 1977 Mass Ave. The Commissioners agreed that the proposed signage plans with same color and design were appropriate. The proposed sign poles and placement in the field will be reviewed and approved administratively. Edward Adelman will serve as liaison for this application. Dawn McKenna, 9 Hancock St, expressed her support to this signage application. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1977 Mass Ave on the condition that the proposed sign poles and placement in the field will be reviewed and approved administratively. Motion carried, All in favor. Chair Paul O’Shaughnessy opened the formal hearing for 2027 Massachusetts Avenue, exterior alterations (Riding Through the History) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated October 3, 2024 Photographs of entire place of each building elevation visible from the public way: dated October 3, 2024 Material List: dated October 3, 2024 Work Scope Narrative: dated October 3, 2024 Legal Advertisement Authorization Form: dated October 3, 2024 The applicant explained the proposed horse plans for the structure at 2027 Mass Ave. The Commissioners agreed that the proposed horse plans were appropriate on the condition of making sure there is not a traffic hazard or a pedestrian hazard to be facing west. Dawn McKenna, 9 Hancock St, expressed her concerns in regards to the traffic to this application. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 2027 Massachusetts Avenue on the condition of making sure there is not a traffic hazard or a pedestrian hazard to be facing west. The Commissioners agreed that the updated proposed signage panels plans were appropriate. Paul O’Shaughnessy has been served as the liaison for this application. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1666 Massachusetts Avenue. Motion carried, All in favor. Dan Hisel will serve as the liaison for this application. No public Comments. Chair Paul O’Shaughnessy opened the continued hearing for 2 Percy Road, exterior alterations (Exterior Light Fixtures) in the Munroe Tavern Historic District Documents 2 Percy Exterior Lighting Options A-B_November 2024 HDC: dated November 4, 2024 The architect explained the proposed exterior lighting plans for the structure at 2 Percy Road. The Commissioners agreed that the proposed exterior lighting plans were appropriate. No Public Comments. DISCUSSION ITEMS Update design for Munroe Center for the Arts 1403 Mass Ave in Munroe Tavern District This hearing will move to December HDC meeting as per applicant’s request. ACTION ITEMS th Consideration and vote on Meeting Minutes of the meeting held on October 10, 2024: The Commission will review the minutes in next meeting. The meeting was adjourned at 9:06pm.
