Dear Mr Giroux: Two meetings of the Lighting Committee, subsidiary to the Lexington Citizens Defense Committee, have been held. The first meeting was called by the Chairman, Mr. Cosgrove, on July 22nd. At that meeting it was decided that the undersigned endeavor to ascertain from The Commonwealth of Massachusetts whether any uniform, basic rules to guide the various Citizens Defense Committees have been formulated by The Commonwealth of Massachusetts. On July 23rd, it was found that no such rules have as yet been drawn up, but that they are in the process of preparation. Investigation was also made at the U. S. Army Base (Col Collins) to find out whether the U S. Army had prepared any such rules, but the Committee was referred to the Commonwealth of Massachusetts. The second meeting of the Lighting Committee was held on July 30th and the undersigned was elected Chairman of this Committee in place of Mr. Cosgrove, who had been assigned to the Plans & Map Committee. At this meeting it was decided that the Committee still press for information on its activities to be obtained from The Commonwealth of Massachusetts Blackouts were discussed. The Lighting Committee would like to know whether blackouts come within its scope, or within the scope of some other sub-committee. It was decided that it would be well if the Chairman of the Lexington Citizens Defense Committee would, at his early convenience, draw up rules and regulations showing the scope of the activities of each sub-committee, and send a copy to each sub-committee chairman, so that the sub-committee chairmen can confer with each other where their duties dovetail.
