HomeMy WebLinkAbout2024-11-07-AHTBT-min Page 1 of 2 Affordable Housing Trust Meeting Minutes of November 7, 2024 10:00 am Hybrid meeting on Zoom and attended in-person in Select Board Meeting Room, Town Office Building Affordable Housing Trust Board Members present: Elaine Tung, Chair; William Erickson, Linda Prosnitz, Mark Sandeen, Tiffany Payne (joined at 10:24 am) Staff present: Ragi Ramachandran, Administrative Assistant Other attendees: Jillian Barger, Mina Makarious, Town Counsel Ms. Tung chaired the hybrid meeting and called the meeting to order at 10:05 am. 1. Approve Meeting Minutes Ms. Tung requested a motion to approve the minutes of 9/30/24, and 10/15/24 meetings, as amended. Mr. Sandeen moved. Ms. Prosnitz seconded. The Trustees voted in favor of the motion 4-0-0, by a roll call vote (Erickson – yes, Tung – yes, Sandeen – yes, Prosnitz – yes). Meeting minutes approved. 2. Chair, Select Board, Board/Committee Liaison and RHSO/staff report Ms. Tung shared that the Housing Partnership Board is going before the Select Board to get their letter approved supporting the passage of H2740 and H2741 – the two home rule petitions currently pending at the State Legislature. Mr. Erickson reported that the next LexHAB meeting is scheduled for Nov. 26th at 3:30pm. Ms. Prosnitz reported that the Housing Partnership Board is meeting on Nov. 7 th evening. 3. FY26 CPC Application Ms. Tung shared that the Affordable Housing Trust is scheduled to meet with the Community Preservation Committee on Nov. 14 at 4pm, along with LexHAB and Lexington Housing Authority. The Trustees reviewed the draft slides prepared for presentation to CPC. They had a detailed discussion and proposed changes to the slides. Ms. Tung requested a motion authorizing the AHT Chair to revise the slides in accordance with what was discussed in the meeting, and to present them at Nov. 14 CPC meeting. Mr. Sandeen moved. Ms. Prosnitz seconded. The Trustees voted in favor of the motion 5-0-0, by a roll call vote (Erickson – yes, Tung – yes, Sandeen – yes, Payne – yes, Prosnitz – yes). Executive Session Ms. Tung requested a motion to go into Executive session under Exemption 6 to discuss the value of Lowell Street Parcel 68-44. The Affordable Housing Trust Chair stated that an open session might have a detrimental effect on the negotiating position of the Trust. Mr. Sandeen moved. Ms. Payne seconded. The Trustees voted in favor of the motion 5-0-0, by a roll call vote (Erickson – yes, Tung – yes, Sandeen – yes, Prosnitz – yes, Payne – yes). Ms. Tung stated that the Trust will not reconvene in an open session at the end of the Executive session. The Trustees exited the regular session at 10:42 am.
