Cable TV and Communications Advisory Committee
Minutes of Meeting of November 12 , 1992
The meeting was convened at the Town Office Building at 5 30pm
Present were members Julian Bussgang, Jack Cunha, Jane Gharibian,
Theodore Mairson, Leo McSweeney, Sara Schoman, Martha Stanton,
Julie Triessl and Caleb Warner Also present was Jay Somers,
Cablevision representative
Julie Triessl was elected recording secretary
Minutes of Meeting of October 11 , 1992 were accepted
Bussgang reported that Warner had submitted the report of the
Committees activities to the Town Report Committee Photographs to
accompany the report were taken during the meeting
A transfer of license status report was given by Bussgang Peter
Epstein had submitted some changes to the agreement which had been
previously circulated for the consideration of all parties A
draft taking into account comments from Cablevision was distributed
at the meeting Bussgang indicated that the changes were
acceptable to him They were identified as 1 ) dropping all
references to Warburg, Pincus as a signatory, 2) dropping a
paragraph which contained language to which Cablevision objected,
3 ) changing reference to SEC filing since Cablevision files with
its bondholders not the SEC
Considerable discussion took place as to whether Warburg should or
should not be a signatory Schoman and Warner felt strongly that
Warburg should sign the document Bussgang agreed to discuss
matter with Epstein and concerned parties , including Selectman
Dailey
Commmittee discussed whether its presentation to Selectmen
scheduled for November 16 needed to present a final document with
recommendations or whether a document in the works was sufficient
to provide Selectmen information on which to make a decision (The
appearance before the Selectmen was later postponed to November
30) Somers agreed to have a stenographer present
Gharibian submitted notes of meetings held by the Access
Subcommittee Several questions raised were answered by Committee
members and Somers The Subcommittee intends to establish a
campaign which will raise awareness of local access opportunities
to community organizations and which will recruit new workers for
local programming
Cablevision liason, Joe Magno, and Ed Harbist will work with the
Subcommittee to identify Cablevision' s role in providing staff and
equipment for coverage of local events

McSweeney spoke with appreciation for Cablevision coverage of
Veterans Day in Lexington
Next meeting of the Subcommittee was scheduled for December 2 at
5 30pm in J-8 at Lexington High School
Bussgang announced that he may be away for three months early in
1993
A resume of an interested volunteer for the Committee has been
received and was referred to Triessl for action Copies will be
circulated to all members for their consideration
Somers announced that a second pay-per-view channel will be
offered Subscribers will be notified by mail
A payment of $165 by the Lexington cable operator, A-R Cable
Services, Inc to the schools has been received and spent by the
schools on miscellaneous cable-production related equipment such as
replacement bulbs The money represents the reinvestment of all
the 1992 advertising revenues derived from the Local Origination
channel (Final License dated August 31 , 1981 , Sec 22 , p 17 )
campaign
Documents regarding I-Loop and channel allocation were submitted by
Stanton on behalf of Bill Spencer
Stanton submitted a list of Lexington Public Schools programs for
the month of November
Next meeting was scheduled for January 7 , 1993 at 5 30pm
Meeting was adjourned
