CATV and Communications Advisory Committee
Minutes for December 12, 1996
Members present at the meeting: Gharibian, Stanton, Bussgang, Ellis, Cunha, Warshawer,
Kantor, Buczkowski and Peter Atherton of Cablevision_
David Buczkowski was appointed secretary for the meeting and David Becker is the complaint
person for January
1) October 17 1996 meeting minutes:
The October 17 1996 meeting minutes were seconded and approved
unanimously
2) Use of License fee:
Steve Ellis reported on the November 4, 1996 Selectmen's Meeting. Mr. Ellis
indicated that Rick White expressed reservations about the use of the license fee.
Mr. Ellis quoted from the license regarding the use of the fee for CATV purposes
only
3) Mass_ Cable Commission:
Mr. Bussgang reported on his response to the responses of the Mass. Cable
Commission. The Commission wants to eliminate forms from the CMR. Only
Acton and Lexington have made comments as have Attorney Peter Epstein and
Attorney William August.
4) Conflict of Interest:
Mr. Bussgang stated that he believes the Commission has exceeded its authority
and is intruding on the exclusive authority of the State Ethics Commission. Mr.
Warshawer indicated his concern that he has an investment in an IRA which
might be in the telecommunications industry which might technically be in
violation of the Commission's rules.
5) Internet:
There was a discussion of the Committee's web page on which previous minutes
of the Committee are sporadically posted. The Town web address is

6) Committee Matters:
A proxy drafted by Mr. Kantor based upon one used by his Condo Association
was added to the agenda for the next meeting. Ms. Gharibian will research the
legality of the use of the a proxy
7) 1997 Chairman:
By unanimous acclamation Jane Gharibian was reappointed as Chairman of the
Committee_ The Committee expressed its profound thanks for a job well done by
Ms. Gharibian.
8) Report from Cablevision:
Mr Atherton reported on the scope of damage done by the recent storm. Parts
of the Town were still out as of the time of the meeting. Cablevision called on
resources from Boston and Connecticut for outages in its service area.
Appropriate credits will be given on the next bills. Robert May is the new Chief
Operating Officer for Cablevision. He previously was with FedEx. Mr May
intends to bring Cablevision up to the standards of FedEx. Also, Norman
Kellogg, the Regional Vice President, has resigned and Pat Pelides has replaced
him. Trevor Dingle has been appointed Vice President of Customer
Relations/Service.
Mr. Warshawer queried as to when remapping of the cable boxes will take effect.

10) January Meeting;
The next Committee meeting is January 23 1997 at 5:30 P.M.
11) Town Cable Committee Board:
Mr. Bussgang reported on his efforts to organize an Advisory Board of the
various Massachusetts town/city cable CO1*wlittees. Apparently it is a slow
process.
