CATV & COMMUNICATIONS ADVISORY COMMITTEE
Minutes of January 19 , 1994
Members present Bussganp , Fray , Gharibian, Mairson, Schoman,
Spencer , Stanton, Triessl , Warner
Joe Magno representing Cablevision
Minutes approved following corrections (spelling of name Vote and
separation of issues mentioned in paragraph 8 of page 4)
Institutional Net -- Spencer
-New acronym LINK ( Lexington Information NetworK)
-Lincoln Labs agreement due by end of week
Spencer requests intallation schedule from Cablevision as soon as
possible
-Intermittent failure of LANCity bridge/cable thought likely due to
extreme cold Problems are being investigated.
- 1994 contractual payment of $26,000 has been requested of
Cablevision Will be used for 4 additional bridges —
-Minuteman Vocational Tech may purchase bridge Myles Barnert will
be contacted for information
-Mairson asked why senior center is included as site for bridge
Says there is no drop there currently and a lack of interest in
cable It was suggested that it may be intended for use as a
public access site
-Spencer asks for feedback regarding independent school
participation and issues it raises.
-Awaiting response on results of latest technical tests
Schools -- Stanton
-Three decks in place in professional library
-Editting units received
-Four 25" receivers are due in January 1994 pursuant to earlier
agreement
-Stanton would like motion at next meeting supporting Distance
Learning project channel allocation.
-Expectations sheet for LHS video students distributed,
-Many students ars not able to cover meetings of town boards due to
lateness of the hour to which the meetings run.
Residential net -- Magno
-January log will be submitted to committee
-wait time down to 90 seconds Industry standard is 30 seconds -
Subscriber calls regarding service and rate changes have subsided
Rate approval from Commonwealth -- Magno
-Response to Form 393 awaited
-No response to Lexington ' s statement of clarification
-There should be a February public hearing regarding rates
Local programming -- Schoman
-Discussion as to whether it is realistic to expect students to
provide coverage There have been training classes but staff at
Kite's End has not tried to recruit trainees to provide service

Misunderstanding about nature of local access and local origination
may be the problem. Magno will speak with staff
-Magno will have annual report of local origin and local access
programming submitted by Cindy Campbell
Fiberoptic cabling -- status of permits -- Bussgang
-Three applications MIT in conjunction with Nynex down Hartwell
Ave , Metropolitan Fiber Systems bypass service ($60, 000 payment
has been put towards DPW equipment by town manager , there will be
an additional $10,000 in tree work) , Teleport, a competitor of MFS
Nynex as public utility does not need a permit
Organizational -- Annual complience review
-Suggested not required Will be combined with license renewal
process
-Archives in Warner's basement

I-Net - Spencer, Stanton
Residential - Warner , Triessl
Statutory and regulatory - Bussgang, Fray
Communications technology - Warner, Mairson Bussgang' s expertise
noted but he prefers to track regulatory matters Fred vote
mentioned as possible candidate.
Local programming - Schoman , Gharibian, Cunha
License renewal
-Fray awaiting response from Cablevision to letter from Board of
Selectmen Magna says next week
-Bussgang reports that Peter Epstein will be retained if contract
is approved by Town Counsel
Next Meeting
-A closed session with Peter Epstein tentatively set for February
16th at 7 30 (Question was raised after the meeting about whether
the meeting could legally be closed Meeting will be posted
appropriately) .
-Stanton' s request for motion endorsing Distance Learning
-Spencer ' s request for feedback on allowing non-governmental
entities use of LINK
