The meeting was called to order at 10:02 AM. A quorum was present. Chair Jeri Zeder read the script for
remotely conducted open meetings.
Members voted unanimously: Coppe Aye, Cohen Aye, Joyner Aye, Quezada, Aye, Zalisk Aye, Zeder Aye.
Approval of the September 20, 2024 minutes was moved by Jeri Zeder and seconded by Marian Cohen and
voted unanimously. Voice vote: Coppe Aye, Cohen, Aye, Joyner Aye, Quezada, Aye, Zalisk, Aye, Zeder, Aye.
Discussion Fifth Draft of Proposed Report
• Barriers to voter turnout include complexities of ballot questions and wording of local debt exclusion
questions. For example QUESTION 1: Shall the Town of Lexington be allowed to exempt from the provisions
of proposition two and one-half, so called, the amounts required to pay for the bonds issued in order to pay costs
of design and construction for a new Police Station, located at 1575 Massachusetts Avenue in Lexington,
including the payment of costs of demolition, architectural and engineering services, original equipment,
furnishings, landscaping,paving and other site and traffic improvements incidental or directly related to such
construction?
• Add the specific numbers about the Annual Town Meeting in 2024 on petitioning the general court to allow pre-
registered 16-18 year olds to vote in municipal elections (failed by one vote).
• Check on wording for"local elections" statement whether referring to towns or cities or both.
• Confusion on the part of some about the absence of"D"or"R"on candidates for local office.
• Are there informal coalitions which support candidates that may be a barrier to newcomers.
• Add LWV, CAAL, IAL, social media to page 26, line 9.
Ended on page 29. Jeri asked for volunteer to start page-by-page proof reading.
