Minutes • Minutes for June and July were unanimously accepted. Presentation • Architect Quinlan Locke and his team from Cabot, Cabot and Forbes discussed the project at 331 Concord Avenue—the plans are here 331 Concord Ave. This is a mixed use residential building with 200 units. • The number of accessible units needs to be 5%. The plans show 6 stories built into a sloping lot. Level 1 is commercial; level 2 is parking; level 3 is residential with ramping within the corridors; level 4 is all residential, level 5 is the roof of the commercial; level 6 is residential. Access is levels 1 and 3. • They need to keep the slope to less than 1:20. • Regarding parking, where 1 in 8 needs to be accessible, there are 9 spaces covered and 2 outside. • John Rossi asked if the HP spaces will be assigned spaces. That has to be determined. • Other parts of plans include: bus shelter, 6-foot-wide corridors, 8-foot elevator lobby, 48" ramp width 5' deep. Garage height limit will be 8'2" and there needs to be accessible parking for electric HP vehicles. • Shaun Grady asked that storm drains be designed to not flow over walkways. • The Commission asked to have sufficient lighting while still keeping within the dark sky guidelines. • Jim Kelly suggested a walkway in front and not a ramp. • Victoria Buckley asked if there could be an equitable distribution of internal courtyard- facing units and external-facing units that are accessible. Discussion— School Data Suspension Disparities • The Commission would like to work with ABCL, HRC, SEPAC on this issue. It is an issue of systemic bias and the data needs to include out of district placements. HRC has a recording of their meeting with Dr. Johnny Cole, Director of Equity & Student Support 1 at Lexington Public Schools. He and others will be invited to the next Commission meeting. Review of Planning Board development applications for accessibility comments • 17 Hartwell Ave. and 231 Bedford St.plans were briefly reviewed. Jim Kelly reported that 7 Hartwell is looking to replace an existing lab building with a 30-unit residential project. 231 Bedford is still in planning stages. • 440 Bedford Street is seeking an occupancy permit. 15% of inclusionary units need to be affordable. • There is another project at 89 Bedford Street that the Commission should review in the future. New Business • Pam Lyons said that each new project should include bus shelters. Adjourned 7:21 pm 2
