Minutes of September I9, 1997 Meeting
Room 111,Town Hail
The meeting was called to order by Chairperson Jane Cheribian. In attendance were
Steve(71Is, David Kantor Julian Busegang, Jack Cunha, David Becker David
BUozkowski, Martha Stanton, and Associate Member, Caleb Warner.
Minutes of the June 30, 1997 meeting were accepted alter being emended to record
Julian Busegang's attendance.

Uhariblan reported on her research about tilling the vacancies teat wet oecUr win the
resignations of Julie Treleel and Martha Stanton, saying the original COmmRtee had
allocated positions for school and library members. Stanton ural repos shortly on the
School Systems recommendation for her replacement, and the Selectmen are
contacting the Cary Director for a nomination.

The Committee discussed at some length the possibility of using funds donated by
Cablevision to the Town to provide SCO./1 programming, Ellie molred that the
Committee recommond to the S /limen that an expenditure from the funds, not to
exceed$4750, be used to purchase the necessary hardware and to pay for the first
year subscription. This would males 4 possible to cablecast?COLA on the
Educational Access Channel. The motion wea sennnded by Buasgang and approved
by a 8.2 vote.

Becker reported on a meeting of municipal organizations he attended to address the
increasing number of cellular phone towers. A similar discussion has occurred
Involing members of the Committee and Town Counsel, Norm Cohen. it was
determined that there Is not enough time to get a warrant ankle concerning a
moratorium on building such towers on the fall Town Meeting warrant, but ouch an
article Is a poieibilty for the spring warrant Other options are to establish o set of
zoning requlremonte and to consider the I own's getting financial remuneration for
towers on Town property. Bunging moved that the Committee vola to write a tetter to
the Planning Boyd endorsing and encouraging than to prepare an ertkVe for the
spring Town Warrant regarding cellular antenna lowers. Kanter Reminded the motion,
which was passed unanimously

It was reported that the final RFP to a competing cable trenchiee Should be completed

by the end of October The Committee engaged hi a lengthy discussion of its possible
contents and expressed appreciation to those who aro directly involved in the issue for
the time and thought they are giving the project

Kantor reported he has received no response to a format complaint letter he wrote
Cabievislon regarding a draft access agreement for Drummer Boy Condominium
owners. The letter was written Iwo months ago
A complaint has been lodged about religious programming being shown on a
standard channel rather than on the religious access channel. The problem appears
to be one of tape delivery, and Cablevision will be approached about a now
procedure.
Kanter reported on hie representation of the Committee to the Massachusetts Cable
Commission regarding revl6lone to Form 100, No further action has been taken by the
Commission to date.
A copy of the letter Selectmen sent. per the Oommtnoo'o roquoot,to noting Governor
Paul Ceielluol going on record against the"level playing Hold' legislation was
distributed. Copies were sent to Senator Bob Havem, Representative Jay Kaufman
and Senator Susan Fargo.
The next meeting will be held in the Town Hall on Wednesday, October 15,et 5:45
