HomeMy WebLinkAbout2000-06-15-CAC-min.pdf June 15 2000 Communications Advisory Meeting Meeting called to order at 6 00 PM Present Jane Gharibian, Steve Ellis David Kanter Jennifer Taub Bob Warshawer David Buszkowski Ed Vail arrived late (6 30) Jeanne Kreiger Selectmen s liaison Rob Travers Cablevision Steve Grossman RCN Jim Shaer RCN Guests Renee Cochin Corrections to minutes made by Bob Warshawer Added `Kanter passed out report Minutes approved as amended RCN delivered check for $50 000 First year payment required by licensed RCN investigating fixed cameras for Selectmen s meeting room Steve Grossman will get in touch with David Kanter week of 19 Jun with more details In most cases RCN has operated only with Access Corp Initial list of access points discussed Jean Krieger asked about museum of National Heritage for access for Town meeting RCN asked Town for letter to Cablevision requesting a copy of selectmen s meeting tape for immediate broadcast David Kanter will coordinate letter Jim Shaer provided monthly report in lieu of written Three Providence RI channels redundant programming not required to carry Network non-duplication requirements Channel is also not a 'must carry' RCN currently maxed out More bandwidth will be available when they go digital Working with installers to improve problem resolution Post installation follow-up added Phase 2 now in progress Jean Kreiger Jennifer Taub and others reported they had not rec d marketing RCN advised that they may not have up-to-date list of residents Jim Shaer will check and follow up with committee David Kanter relayed complaint about reluctance of sales force to discuss a la carte offerings versus package deals Permit applications will be made shortly for underground work Intend to expedite I-Net locations if possible Form for Assessors office has not been filed RCN did not receive David Kanter will check with assessor to see where it was sent New general mgr Robert Sheehan Jim Shaer will try to bring him to fall meeting David Kanter asked about connection stats Not yet avail Jim Shaer will send asap David Kanter reported on number of complaints relating to phone service installation RCN discussed some of the problems in switching from Bell Atlantic Kanter requested that installer leave homeowner with phone number to call if hand-off did not happen correctly Jane Gharibaian discussed efforts to publicize openings on committee Looking for 2 people Renee Cochin has expressed interest in committee Specific interests in accessibility issues for town gov such as hearing disabilities Report on information meeting - Transfer AT&T and Cablevision Kanter reported on DTE info meeting DTE likely to suggest regional hearings DTE answered Kanter s question on open access Case pending but MA regs preclude consideration of such issues Peter Epstein recommends town have its own hearing since master may limit questions Expect to receive formal notification shortly Lexington must schedule hearing within 30 days Hold hearing within 60 David Kanter moved Committee recommends Lexington participate in regional hearing provided that we receive assurances that our questions can either be asked at hearing or be submitted as a record request Assurances must be in hand prior to time we must decide on holding a hearing Seconded and approved Committee will discuss recommendation at Sept meeting Cablevision presented option for short term renewal to allow for change of ownership Essentially use existing license with specific exceptions as a one or two year lic This allows us to deal with AT&T on actual renewal discussions Motion to approve 1 year expedited license proposal Cablevision report Rob Travers says Form 394 is due any day Rebuild progressing expecting end of Sept early October for service Underground work discussion is continuing with RCN Some aerial work still in progress David Kanter report on wireless Metricom is interested in discussing 3 WAP locations in Lexington Not sure of whether they will submit proposal for utility pole installations under sec 15 Nothing to report on Nextel application Senator Fargo filed amendment on wireless siting removes DTE decision on wireless Next Meeting 3rd Thursday in Sept Adj 7 40
