Members present were: Kanter, Gharibian, Taub, Greene, Buczkowski, Werlin, Warshawer, Vail, Becker, and Rob Travers of Cablevision Minutes were approved. Gharibian will be Secretary for the meeting. Jennifer Taub s presentation for the hearing was read by Gharibian. D Kanter proposed a motion"The Committee advise the Planning Board and the Board of Selectmen that we do not support the moratorium with a statement to be developed after discussion" Motion was seconded and discussion continued. The statement was developed. "It is the opinion of the CAC that any necessary alterations to Section 15 of the zoning by-law can be accomplished without resorting to a moratorium. However, we would support the formation of a committee to evaluate the efficacy of Section 15 of the zoning by-law (Vote was 2 opposed and 7 for) It was moved and passed that a letter of disappointment be written to the Planning Board (on lack of notification about hearing). Gharibian will write it. Kanter reported that there is a rally tomorrow at the State House on the Mass. Municipal Association proposed legislation to change permitting procedures and guidelines for towers and antennas. Becker reported that he had sent email on DSL issue; Warshawer reported that wish list will be sent out to everyone in a few days. Travers reported for Cablevision: Marketing on rebuild in May or June; high speed installed in May or early June; permit for underground is on hold because of fees and has been turned over to attorneys. Kanter reported that Metricom is still looking for siting; Concord Ave. paging antenna is before the Board of Appeals this week. Gharibian expressed special thanks to David Kanter for his assistance when she had a period of no phones and no computer access during construction and moving at her office. Meeting was adjourned in time for the 7.30 meeting and Public Hearing by the Planning Board.
