HomeMy WebLinkAbout2016-12-05-BASS-min Board of Assessor's Meeting December 05, 2016 A Meeting of the Board of Assessors was held on December 05, 2016 at 5:00 p.m., in the Captain William Reed Meeting Room of the Town Hall Office Building. In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski, Member, Robert F. Lent, Director of Assessing, Michael Golden, Residential Field Manager/Assistant Assessor, Janneke Donovan de-Klerk, Administrative Assistant and Sandra Pentedemos, Administrative Assessor as Secretary. The Chairman, Gregory Johnson called the Meeting to order at 5:00 p.m. Public Comment Time: There were no attendees. Director, Robert Lent informed the Board of the latest updates from the Department of Revenue regarding Financial Issues including Overlay Fund. In November of 2016 the Legislature and the Bureau of Municipal Law implemented changes in the financial processing and handling of Overlay Funds that can be found in the Municipal Modernization Act. Director Lent introduced the Assessor's Office newly hired Administrative Assistant Janneke Donovan de-Klerk to the members of the Board. Director Lent and Finance Director, Rob Addelson presented discussion of the fiscal year 2017 Tax Classification packet in preparation for the Board of Selectmen presentation. Administrative Assessor, Sandra Pentedemos presented discussion of a letter dated November 21, 2016 from the Board of Selectmen to the Board. The letter requests the Board per finding of Chapter 59, Section 72A, to abate the fiscal year 2017 of unpaid taxes, for property known as 171 Bedford Street, from the date of Town's purchase through the end of fiscal year as calculated. The Board voted, 3-0 in the affirmative to abate the unpaid fiscal year 2017 taxes as requested. Chairman Johnson made a motion that the Board of Assessors go into Executive Session under Purpose 3 and 7 of the Open Meeting Law in order to deliberate Statutory Exemptions and pending Appellate Tax Board Appeals since deliberation in Open Session would be detrimental. Continued— Page 2 Board of Assessor's Meeting December 05, 2016 EXECUTIVE Session occurred here: details may be viewed in separate EXECUTIVE Session folder Purpose 7 -The Board reviewed, discussed and signed eight(8) Fiscal Year 2017 Statutory Exemption Applications: • Motion was made and seconded, to approve the following applications: One (1) Clause 22E Disabled Veteran Exemption Five (5) Clause 22 Disabled Veteran Exemptions One (1) Clause 22d Surviving Spouse of Disable Veteran Exemption One (1) Clause 37A Blind Exemption Purpose 3 -The Board reviewed and held discussion for the preparation of eight(8) Real Estate Appellate Tax Board Appeals from various fiscal years. Robert Lent, Director of Assessing presented a list of properties. No appeals were settled at this time. No votes were taken, There being no other business, a motion was duly made and seconded at 6:45 p.m. to return to the Regular Session of the Meeting. Open Session Robert Lent, Director of Assessing presented discussion of the fiscal year 2017 Tax Classification packet in preparation for attending this evenings Board of Selectmen's Tax Rate Hearing. There was no review or discussion of previous held Meeting Minutes. The next scheduled meeting will be held on January 05, 2017 at 10:30 a.m. There being no other business, a motion was duly made and seconded at 6.55 p.m. to Adjourn the Regular Session of the Meeting.
