APPROVED MEETING MINUTES
Committee Name: Lexington Bicycle Advisory Committee
Date, Time and Location of Meeting: Thursday, October 19, 7 pm, Room 217 Lexington

Members Present: Peggy Enders (Chair), Laurel Carpenter, Bob Dangel, Mike
Tabaczynski, George Gagliardi, Sandra Shaw (Recreation Committee Liaison), Joe
Pato (Selectman Liaison)
Members Absent: Jennifer Melot, Bob Hausslein
Others Present: Sgt Paul Callahan (Police) John Baron, 33 Centre Street
The September 2017 meeting minutes were approved as amended.
Committee Membership Updates
The Committee agreed to recommend to the Board of Selectmen two new members:
Kevin Falcone, 8 Circle Road, and Lou Savarino, 7 Partridge Road.
Kevin Falcone and Lou Savarino are both active bicyclists with energy and interest.
Peggy said she has been in contact with both Lou and Kevin since the September
meeting and they continue to be interested. The vote to elect these two individuals was
unanimous. The chair will contact the BOS to let them know of the Committee vote and
to request these two appointments to the committee.
Associate Membership status
The committee also proposed the practice of having associate members. Associate
membership would be open to persons who are interested in advancing the objectives
of LBAC. The chair said she would inquire about adding such a membership status to
the Committee.
Police Liaison
Although in practice a liaison from the Police Department has attended Committee
meetings for a number of years, this relationship has not been formalized. Currently, the
Committee charge specifies a liaison from the Conservation Commission, but this
relationship was discontinued when Stew Kennedy left, and since other committees had
assumed responsibility for most of the trail work. The chair will be in touch with the
Selectmen's Office to ask about revising the Committee charge to remove the
Conservation liaison role and replacing it with a liaison from the Police Department.

Maple Street ramp and Bikeway signage update. The new Minuteman bikeway
access ramp on the north side of Maple Street is under construction, but concerns have
been raised. The chair has been in contact with John Livsey, who said that MassDOT is
not willing to make engineering changes at this point.
Bikeway Signage. This project includes fabrication and installation of street signs and
roadway markings along the Bikeway and at crossings. According to the Town
Engineer, Bikeway signage is due to be installed soon.
Progress on 2017 Roadway markings for Bicycle Accommodations. John Livsey
was in touch to say that, as part of the DPW FY2018 budget line item, work is on-going
to paint over 600 bicycle accommodation pavement markings. As of October 15, over
70 have been completed.
Intersection of Massachusetts Avenue at Worthen Road
On October 3, a public meeting was held regarding improvements to the intersection of
Massachusetts Avenue at Worthen Road. The link to the presentation with design

Planning for Tri-Town's 25th anniversary celebration in 2018. Peggy reported that
she, Suzy Enos, Jack Johnson, and Chris Tonkin met on the Bikeway and discussed
plans for the 25th anniversary celebrations in 2018. Ideas included having officials go
from town to town on their bikes, stopping at each town for a local ceremony. Chris
Tonkin noted that the Arlington celebration would be at the Center in the historic
building across from Bikeway. Bedford's celebration will be at the Bedford Depot. Peggy
noted there will be another meeting on October 26 to set the date for the celebration.
She will check if the visitor center is available on the selected date.
Zagster Bike Share. Melissa Tintocallis, Lexington's Director of Economic
Development, has spearheaded a two-year pilot of the Zagster bike share, and the
LBAC chair has been involved in the planning process. Engineering/Public Works has
installed the concrete pad for the station, on Meriam St adjacent to the visitor center.
Helmets will be available at the Visitor Center. The ribbon cutting for the opening of the
Minuteman Bike Share will be Friday, October 27 at 9 AM. Committee members are
encouraged to attend.

Liaison Reports. Selectman Joe Pato responded to questions regarding the budget
summits and goal setting. Sgt. Callahan reviewed 5 bicycles crashes that occurred over
the past 30 days.
Other Business. Peggy said she has been in communication with Michelle Ciccolo
and Richard Fries about the possibility of Lexington hosting a League of American
Bicyclists LCI seminar, following on MassBike's sponsorship of a Traffic Skills 101
weekend. She is also in touch with the Town about covering the cost of one member's
attendance at such a seminar.
Laurel reported on the 2017 Moving Together conference, the annual state-wide
conference on bicycling, pedestrians, and transit. Lexington attendees included Laurel,
Dave Cannon, David Kucharsky, and Matt Weisman.
Sgt Callahan mentioned that the new ProPhoenix software system for the Police
Department will soon go on-line. The Committee is being asked to provide a list of what
it thinks should be included in improvements to bicycle crash/incident reporting. Laurel
mentioned the supplemental information collected by Waltham police; Sgt Callahan will
be in touch with that department.
The meeting was adjourned at 8:28 pm.
Record of the Discussions of the Friends of Lexington Bikeways
The Treasurer's Report was given.
Farmer's Market Bike Corrals for 2017: The Bike Corrals were very popular this
season; 135 coupons were given out over the five sessions.
Planning for Snow Plowing: 2017-2018. The suggestion was made to provide a
general indicator (like a thermometer?) to display if additional funds were needed for
snowplowing. The Friends will post the usual signage on the Bikeway encouraging
users to report hazards to the mmbikeway@gmail address.
