HomeMy WebLinkAbout2017-04-12-PB-min PLANNING BOARD MINUTES MEETING OF APRIL 12, 2017 A meeting of the Lexington Planning Board, held in the Hudson Room, Cary Memorial Hall was called to order at 5:03 p.m. by Chair, Richard Canale with members Charles Hornig, Nancy Corcoran-Ronchetti, Ginna Johnson, Bob Creech and planning staff Aaron Henry, David Fields, and Lori Kaufman present. At 5:04 p.m., on a motion duly made and seconded, by a roll call vote of the Board – Mr. Hornig, Ms. Corcoran-Ronchetti, Mr. Canale, Mr. Creech, and Ms. Johnson – it was voted 5-0 to go into executive session for the purpose of discussing exemption 6 regarding Belmont Country Club parcel update. On a motion duly made and seconded, by a roll call vote of the Board - Mr. Hornig, Ms. Corcoran-Ronchetti, Mr. Canale, Mr. Creech and Ms. Johnson – it was voted 5-0 to go return to public session. At 5:45 p.m. the Board returned to public session *********************2017 ANNUAL TOWN MEETING **************************** Preparations for Town Meeting: The Board discussed how the Articles will proceed at Town Meeting. Motion duly made and seconded, it was voted, 4-0-1 (Bob Creech abstained) if the question is called for a vote before the Board’s presentation its recommendation would be for Town Meeting to reject Article 45. ********************DEVELOPMENT ADMINISTRATION ************************* 0 Grove Street, Liberty Ridge, Public Benefit Housing Development: Chair Richard Canale opened the continued public hearing at 6:04 p.m. with approximately 65 people in the audience. Mr. Creech recused himself and Mr. Leon, Associate Planning Board Member will be sitting in on this special permit process for 0 Grove Street Liberty Ridge. Present were Mr. Farrington, attorney, Mr. Ron Lopez, president of North Shore Residential Development, Jack Sullivan, engineer, David Jay, landscape architect, Dan Mills, MDM Page 2 Minutes for the Meeting of April 12, 2017 Transportation Inc., and Mark Fougere, Fougere Planning and Development Inc., for fiscal impact analysis. Mr. Farrington said there will be 30 units, 27 market rate and 3 affordable units, which would add to the affordable housing inventory. The current proposal will leave a large amount of open space and the applicant is working with the Greenways Corridor Committee to preserve the trails. This provides more density, but preserves more land with smaller units. The applicant requested a list of comments and questions from the Board be forwarded to them from staff. Ron Lopez said the Liberty Ridge proposal has been reduced from 36 to 30 total units with 3 affordable units to be given to LexHab. The rear section of the site about 4.93 acres will be deeded to the Town separately. Each unit will have exclusive use to the unit owners and the site will remain under the ownership of the association and not be a burden to the Town. There will be diversity in the types of units. The smaller 4 units will be 1,800 square feet and have one car garages and the four larger units will be 4,200 square feet with 2 car garages. There will be a dog park, sports court, gazebo, children’s playground and paths that lead to the wooded area. Working on an agreement with the Greenways Corridor Committee to help maintain the trails. Will provide services to the Town to have trails constructed and North Shore will build sidewalks to Grove Street to allow people to have access from Grove Street to the trails. The site development would occur on approximately 50% of the lot. Mark Fougere, presented his fiscal impact analysis which included the Police Department, Fire Department, and Schools. Daniel Mills, MDM indicated the traffic analysis was updated to reflect the reduction of 6 units. Mr. Mills review daily traffic generation, site lines associated with the proposed crosswalks as well as indicating the types of signs and pavement markings that will be used. Jack Sullivan was working with the Engineering Department regarding utilities as well as addressing water system and water pressure issues which will be resolved by this summer. This development will not be allowed to access the existing system until the current issue is fixed. Engineering comments will all be addressed by the next meeting. Board members encouraged the audience to attend the next meeting and bring questions the next time this application comes before the Board. Minutes for the Meeting of April 12, 2017 Page 3 Board Requests: Analyze the number of trees to be removed, identify their location and caliper similar to what was done for the conventional plan. For each of the areas talked about provide a comparison between the conventional plan and the special permit showing the advantage for each item under each plan. Address the criteria of impacts on adjacent properties including the light and visual impacts seen from the abutting properties. On a motion duly made and seconded, it was voted, 5-0, to continue the public hearing to May 10 at 7:00 p.m. in the Battin Hall in the Cary Memorial Building.
