HomeMy WebLinkAbout2017-04-03-PB-min PLANNING BOARD MINUTES MEETING OF APRIL 3, 2017 A meeting of the Lexington Planning Board, held in the Parker Room, Town Office Building was called to order 5:31 p.m. by Chair, Richard Canale with members Charles Hornig, Ginna Johnson, Bob Creech and planning staff Aaron Henry, David Fields and Lori Kaufman present. Nancy Corcoran-Ronchetti joined the meeting in progress. *******************************STAFF REPORTS******************************** General Updates: The Brookhaven team just submitted documents today and tomorrow staff will forward them to the Board members for the Wednesday meeting. The Memorandum of Agreement (MOA) will be forwarded once reviewed by Town Counsel. There will be a Planning Board Executive session on Wednesday April 12, 2017. *********************2017 ANNUAL TOWN MEETING **************************** Preparations for Town Meeting: Article 42, Two-Family Homes Nancy Corcoran-Ronchetti joined the meeting in progress at 5:40 p.m. The proposed draft Article 42 on the table was revised by Town Counsel. The Board accepted Town Counsel changes. The Planning Board decided that the Special Permitting Granting Authority for this proposal will be the Planning Board. Regulations will need to be created for this proposal if approved by Town Meeting. In §610.4 the word “development” will be added. There was concern expressed that this proposed article may not be ready for Town Meeting. On a motion duly made and seconded, it was voted, 4-1, (Mr. Creech opposed), to recommend approval of this article to Town Meeting. Article 43, Economic Development: Town Counsel suggested removal of parcel 31-65A since its status is not finalized yet. If 91-1C has not been recorded yet it should be removed from the list as well. A request was made to add parcel numbers on the maps. Fast food service should it be by right or by special permit (SP)? The EDAC wanted to encourage these uses. Page 2 Minutes for the Meeting of April 3, 2017 On a motion duly made and seconded, it was voted, 3-2, (Mr. Hornig and Ms. Corcoran- Ronchetti opposed) to keep SP for fast food. On a motion duly made and seconded, it was voted, 3-2, (Mr. Hornig and Ms. Corcoran- Ronchetti opposed) to have the FAR at .15. On a motion duly made and seconded, it was voted, 4-1, (Mr. Hornig opposed) to have parcel 44- 1A, located under the power lines, rezoned to GC. On a motion duly made and seconded, it was voted, 5-0, to recommend approval of this article as amended tonight to Town Meeting. CONTINUED PUBLIC HEARING Article 40, Special Permit Residential Development (SPRD): Chair Richard Canale opened the continued public hearing at 6:52 p.m. with approximately 5 people in the audience. Town Counsel had some comments nothing major more grammatical than substance. Board Comments: Mr. Hornig left the meeting at 6:55 p.m. to attend another meeting. Ms. Johnson submitted a new proposal which the Board members discussed. Change SPRD to Site Sensitive Development (SSD). Remove the word development from Section 6.9.1.1. Town Counsel comments on page two will be addressed by staff. The Board agreed to change the matrix table on lines 1.6 and 1.8 to 80% and add language to Section 6.9.11 from Ms. Johnson’s proposal. On a motion duly made and seconded, it was voted, 4-0, to close the public hearing at 8:40 p.m. Article 45: The Board discussed this proposed Article and was concerned that it presents a legality issue with State law Chapter 40A. On a motion duly made and seconded, it was voted, 4-0, to recommend referring Article 45 back to the Planning Board. On a motion duly made and seconded, it was voted, 4-0, to adjourn at 9:00 p.m. The meeting was recorded by LexMedia.
