HomeMy WebLinkAbout2017-03-29-PB-min PLANNING BOARD MINUTES MEETING OF MARCH 29, 2017 A meeting of the Lexington Planning Board, held in the Hudson Room, Cary Memorial Building was called to order 5:06 p.m. by Chair, Richard Canale with members Charles Hornig, Nancy Corcoran-Ronchetti, and planning staff David Kucharsky and Lori Kaufman present. Bob Creech was absent. Ginna Johnson joined the meeting in progress at 6:05 p.m. *******************************STAFF REPORTS******************************** General Updates: On April 12 the Board will go into executive session on section 61A regarding Belmont Country Club. Upcoming Meetings and Anticipated Schedule: The Town Meeting schedule was discussed. *********************2017 ANNUAL TOWN MEETING **************************** Preparations for Town Meeting: Article 42, Two-Family Homes Staff spoke with counsel from the Department of Housing and Community Development (DHCD) regarding age restrictions and was advised that both units would need to be age restricted. This article could require all occupants be over 55, which would impact marketability and would also be in perpetuity. Make sure the language shows this would be in perpetuity. In section 6.10.5.2 remove the word special. Section 6.10.3 requires more discussion regarding the SPGA and other word modifications were made to Section 6.10.6 1-3. Public Comments:  What happens if the 55 year old dies and the family is younger and owns the home. That is an issue to consider and would the family have to leave or rent it out. Also caretakers living with the owner needs further consideration. Article 43, Economic Development: This document incorporated Mr. Hornig and Mr. Canale’s changes. In part 2 regarding fast food the Board is still not in agreement whether to allow as Yes or keep as Special Permit (SP) and will need to discuss this further on Monday. Mr. Canale will discuss with Ms. Barry about joining the BOS meeting on April 3 and advise staff. Page 2 Minutes for the Meeting of March 29, 2017 The Planning Board discussed whether to leave the FAR at .15 until the TMODs were developed. The Scenic Roads article showed Town Meeting wants regulations first and the Board will wait until next Monday to complete the discussion. The Board discussed the trails at the Forbes Road Property (44-1A) owned by Eversource and no consensus was reached. A letter was shared with the Board from Mr. Ohmart of the Greenways Corridor Committee regarding giving public access to the trails if any future development occurs and require continued use of public access to the trails as well as marking the trail entrances. Ms. Johnson joined the meeting in progress at 6:05 p.m. The Board will include footnote f (“this limit may be waived by Special Permit in reference to Table 2”) if the FAR is kept at .15. Parcel 17-5B will go to GC rather than CRO, and parcels 35-6 and 43-7 will remain as RO until Board hears from the owners or speaks with Town Counsel. If the ANR is not recorded not comfortable with rezoning parcel 91-1C. There was concern with keeping footnote f and believes this should wait for the comprehensive plan to be done allowing the residents to weigh in on this matter. Include the footnote f definition. This will be discussed further on Monday. On a motion duly made and seconded, it was voted, 4-0, to recommend approval for Articles 12u and 12w. CPC Articles: Mr. Hornig reviewed the list of CPC articles. The Board will vote on CPC Articles 10a and 10d. ************************BOARD ADMINISTRATION***************************** On a motion duly made and seconded, it was voted, 4-0, to adjourn at 7:00 p.m. The meeting was recorded by LexMedia.
