PLANNING BOARD MINUTES
MEETING OF MARCH 20, 2017
A meeting of the Lexington Planning Board, held in the Parker Room, Town Office Building was
called to order at 6:03 p.m. by Chair, Richard Canale with members Charles Hornig, Nancy
Corcoran-Ronchetti, Bob Creech, and planning staff Aaron Henry, and Lori Kaufman present.
Ginna Johnson was absent.
Mr. Canale read a response he wrote concerning a letter posted on the Lexington listserv
suggesting that Mr. Creech was forced to recuse himself from the 0 Grove Street special permit
application.

General Updates:
The Board has been given the order in which the zoning articles will be brought to Town
Meeting. The Neighborhood Conservation District (NCD) Technical Changes, Article 45 was
slightly revised by Town Counsel and has been corrected with some minor changes. The Board
should re-vote this article.
On a motion duly made and seconded, it was voted, 4-0, to approve the amended NCD Technical
Changes.
Upcoming Meetings and Anticipated Schedule:
The next meetings are Wednesday, March 22 in the Planning Office at 5:30 p.m., Monday, March
27 in the Parker Room at 5:30, Wednesday, March 29 in the Hudson Room. An ANR and a
sketch plan for a BHD is scheduled to come before the Board on Wednesday, April 5.

CONTINUED PUBLIC HEARINGS
Amend Brookhaven, Article 44 (RD-6 to PD-1):
Chair Richard Canale opened the continued public hearing at 6:15 p.m. with approximately 10
people in the audience. Present were Bill Dailey, Jim Freehling, Jeanne Kreiger, Member of the
Board of Trustees, Dianne Dooly, architect, and Jim Borrebach, engineer. Mr. Dailey said this
was the same proposal as last year and was working with the Town Manager on the MOA.
Board Comments:
There are several edits that need to be made to the PSDUP and need to see those changes.

The regulatory plans should show the entire site and not just the new building.
Dimensional standards, do you see subdividing the land in the future? No. Applicant
should consider if they want to put in some additional square footage for future changes.
Give a comfortable margin to allow for some changes on height.
Special conditions regarding the affordable component and Lexpress should specify the
contribution amounts.
Restoring Old Town Road to its historic condition should have been done per an older
agreement.
Include details on the Ricci Lane road restoration and a marker.
Would the emergency entrance and exit be used for ambulances? No they would use main
entrance. That would be used by emergency vehicles for public safety and sized for their
equipment and used infrequently.
Truck deliveries would be made to the existing campus, there are no loading
arrangements for the north building.
How long would it take to get items we asked ready? Trying to get in time for April 5
Town Meeting date.
On a motion duly made and seconded, it was voted, 4-0, to continue the public hearing to
Monday, March 27 at 6:00 p.m. in the Parker Room.
Special Permit Residential Development, Article 40:
Chair Richard Canale opened the continued public hearing at 6:42 p.m. with approximately 5
people in the audience. Mr. Hornig revised the amendment which included a new way to
determine the larger unit which is tied to the proof plan. This would be discussed further on
Wednesday. The new document will be in Dropbox tomorrow and Mr. Creech will review it
before he leaves and will submit comments. It was suggested that this article be deferred to Fall
Town Meeting to address the affordable issue. Three-family homes should be considered. That
would be out of scope and difficult to get passed at Town Meeting. Board should stay focused on
getting the two-family article passed for this Town Meeting. Mr. Creech was advised that he
should share his comments with staff before he goes away on vacation.
Mr. Hornig left the meeting to attend a CPC meeting at 7:10 p.m.
Audience Comments:
How will the multiplier work and how can three times the number of units allowed by
conventional zoning fit on one lot? Staff explained the policy intent of the matrix.

On a motion duly made and seconded, it was voted, 3-0, to continue the public hearing to
Wednesday, March 22 at 5:30 p.m. in the planning office
