August 1, 1942
A special meeting of the Board of Selectmen was
held in the Selectment$ Room, Town Office Building on
Saturday morning; August 1, 1942 at 8:30 E.M. The
Selectmen were notified of this meeting by telephone
by the Clerk on Friday, July 31, 1942. Chairman Giroux,
Messrs. Saran and Rowse were present. The Assistant
Clerk was also present.
At 8:30 A.M. Sergeant John C. Russell appeared
before the Board.
The Chairman said that this meeting had been called
because Sergeant Russell had informed him that he was
going on vacation and whereas Chief Sullivan is in the
hospital, he wanted to know what he should do about the
Department.
Sergeant Russell said that Chief Sullivan is very
Ill in the Deaconess Hospital and will be there for'at
least two more weeks. Sergeant Russell's vacation
starts Monday, August 3rd and hd will be gone for two
weeks. He said that he and John A. Russell are going
to New Hampshire and will have an automobile so that
if anything came up which would necessitate his return-
ing to the station, he could get 4;here within a couple
of hours. The Chairman asked him how many men will be
off and Sergeant Russell replied that there would be
three men off - Benjamin Day, John A. Russell, and
himself. The Chairman asked if conditions were such
that the Department could operate without those men and
Sergeant Russell replied in the affirmative. He said
that there were no court cases pending and that the
traffic was very much lighter. The Chairman asked if
there would be enough men for night patrol and Sergeant
Russell said that there would be. Both Sergeant Rycroft
and Sergeant Neal are on h1ghts. One is on the first
half and one is on the last half. The Chairman asked
if, during the next two weeks, one sergeant should be
shifted to day duty and Sergeant Russell said that he
thought it would be a good idea although it would not
be absolutely necessary. He said that officer Harvey
is on the desk but that probably it would be well to
have a sergeant on days to take care of the mail and
handle an thing else that might come up. Mr. Rowse
asked if ergeant Russell thought that it was more
important to have both setgeants on nights than itv=
was to have one on days while the Chief is absent.
Sergeant Russell replied that there would be no sup-
erior officer in charge during the day if both ser-
geants were on nights.

The Chairman asked which sergeant should be on days and
Sergeant Russell said that he would rather not make any
suggestion. The Board felt that to be fair the Senior
Sergeant should be given first choice of duty.
Upon motion of Mr. Rowse, seconded by Mr. Sarano,
it was voted: That during the absence of the Chief due
to illness, and the absence of Sergeant Russell who will
be on vacation, the Board orders that one sergeant shall
be on during the day and one sergeant shall be on, what
is in the opinion of Sergeant Russell, the most important
night shift; the first choice of day duty being given to
the Senior Sergeant.
Sergeant Russell retired at 8:45 A.M.
The meeting adjourned at 8:47 A.M.
