June 29, 1942
A special meeting of the Board of Selectmen was
held in the Selectmen's Room on Monday afternoon, June
29, 1942 at 4:30 P.M. Chairman Giroux, Messrs. Potter,
Locke, and Sarano were present. Mr. Rowse arrived at
4:40 P.M. The Clerk was also present.
The Board was told of this meeting on June 22, 1942
and the Clerk telephoned the members in the morning to
remind them.
Upon motion duly made and seconded, it was voted
that the following letter of sympathy be sent to Supt.
of Schools, Thomas S. Grindle, whose son, Arthur, has
been reported missing in the battle of the Coral Sea.

Dear Mr. Grindle:
The Board of Selectmen has learned that your son,
Arthur, has been reported missing in action.
At a meeting held on Monday, June 29, 1942, the
Board voted to express its deep sympathy to Mrs.
Grindle, yourself, and your family.
No words of ours could sufficiently express that
which we feel for you. However, the name of your son
and his heroic service is herewith permanently re-
corded in the records of the Board of Selectmen of
Lexington.

Mr. Paxton appeared before the Board at 4:37 P.M.
He said he had received a request from Fred Newhall
for the use of Estabrook Hall on July 5, 1942 for a
Sports Meeting.
Mr. Potter moved that the use of the hall be granted.
Mr. Locke seconded the motion, and it was so voted.

Mr. Paxton read a letter from J. Bruce Lewis to
John T. Cosgrove, resigning from the Engineering De-
partment as of June 25, 1942.
Mr. Paxton reported that the following insurance
policies were expiring: $15,000.00 policy expiring on
July 16, 1942 through the office of A. A. Marshall &
Insurance Son; $20,000.00 policy expiring on July 13, 1942
through the office of George W. Taylor & Son.
Mr. Potter moved that the policies be renewed
through the same offices. Mr. Locke seconded the
motion, and it was so voted.
Mr. Paxton reported that a $6,000.00 policy will
expire on September 6, 1942 through the office of
Robert S. Sturtevant.
Mr. Rowse moved that the policy be renewed through
the office of W. H. L*on. Mr. Sarano seconded the
motion, and it was so voted.
Mr. Paxton then discussed war damage insurance. He
War risk said that on the basis of 100% insurance, our total
Insurance premium on buildings, divided into four classes, would
be $1298.91. That does not include contents or equip-
ment. The same rate would apply on the contents as on
the particular building and probably would cost
around $200:00. If the equipment was inside the build-
ing, it could be insured at the rate for the building,
but if it was outside, a 25� rate would be applied.
Mr. Rowse asked if there was sufficient money in the
Insurance Account to pay for this. Mr. Paxton didn't
believe so. The policy runs from July 1, 1942 to
July 1, 1943.
Mr. Locke moved that the Appropriation Committee
be requested to transfer the sum of $1300.00 from the
Reserve Fund to pay for war risk coverage on municipal
buildings. Mr. Saran seconded the motion, and it was
so voted.
Mr. Paxton read a letter from Mrs. John C. Hilton
of 70 Baker Avenue, requesting a sewer extension to
Req. for take care of her house. Mr. Paxton believed that it
sewer ext. was something that should be done but thought that
Baker Ave. it could wait until the work could be done by Town
forces. A 200' extension will be needed. No action
was taken on the matter.
The Chairman reported that no bids were received
on the hay at the Town farm.
Letter was received from Mr. Wrightington to
which was attached a bill of sale from the Middlesex
•
and Boston Street Railway Company on abandoning rails.
Mr. Wrightington thought that this bill of sale was
sufficient. He thought that if the Selectmen decided
to take the rails out however, they should pass a
formal vote authorizing the street excavation and
restoration. The Board decided to take no action on
the matter until further word was received from the
W.P.A.
. Letter was received from Edwin B. Worthen,acting
Chief Air Raid Warden. Mr. Worthen recommended that
the Report Center should be manned by Town employees
available in the Town Office Building during a daytime
emergency. The Chairman said that during working
hours he thought the Town employees should take over.
The Clerk was instructed to tell Mr. Worthen the
Board approved of his suggestion and suggest that he
talk the matter over with Mr. Paxton. Mr. Paxton said
that the janitors should not be included.
Letter was received from Walter E. Sands, Chair-
man of the Protection Division, requesting that all
Town employees be given instructions in Civilian De-
fenee Emergency work. A lengthy discussion on the
matter was held and it was decided to request Mr.
Sands and Mr. Rucker to meet with the Board at the
next meeting to discuss the matter further.
Mr. Paxton retired at 5:25 P.M.
The Board then discussed item #4167 on the
warrant. This was a payroll for the Town Clerk's
department paying his wife and his daughter for work
done. It was voted that item #4167 on page 1 of the
June 29, 1942 warrant be disapproved and removed from
the warrant.
It was decided to request Mr. Carroll to meet
with the Board next week to discuss the subject.
The Chairman told the Board that Chief Sullivan
had submitted a statement of character on William
DeFelice of 80 Westview Street, who applied for a
peddler's license. The Chief reported that this man
was arrested in May for larceny and turned over to
the Boston police. He was given a year and sentence
was suspended so he could make restitution.
Mr. Rowse moved that the vote of June 15, 1942
approving the application be rescinded and that the
application be denied. Mr. Potter seconded the
motion, and it was so voted.
Letter was received from Mr. Wrightington to
which was attached the agreement with the State

Officials and recommendations of the United States De -
Food Stamp partment of Agriculture Food Stamp Plan. Mr. Wright.
Plan ington approved of the Chairman signing the agreement.
Mr. Rowse moved that Mr. Giroux be authorized to
sign the agreement on behalf of the Town of Lexington.
Mr. Locke seconded the motion, and it was so voted.
Letter was received from Mr. Morse informing the
Board that Mr. John C. Stalker, Director of Commodity
Distribution, recommending that the cities and towns
discontinue the Petty Cash Funds. Mr. Stalker is mak-
ing arrangements for each Stamp Cabhier to withhold
money from his first day's receipts under the new
agreement.
Mr. Sarano moved that all funds in the Petty Cash
Fund Account be turned back to the Town. Mr. Rowse
seconded the motion, and it was so voted.
The Clerk was instructed to ask Mr. Morse for a
report on the condition of the Revolving Fund.
Mr. Potter moved that Mr. Howard S. 0. Nichols be
App'mt. to appointed to the Retirement Board to fill the vacancy
Retirement caused by the resignation of Clarence S. Walker. Mr.
Board Rowse seconded the motion, and it was so voted.
Upon motion of Mr. Potter, seconded by Mr. Rowse,
it was voted to grant the following joint pole loca-
tions:
Pole Hancock Street, approximately 120 feet north
location of Coolidge Avenue, set one (1) pole;
Hancock Street, approximately 150 feet north
of Coolidge Avenue, remove one (1) pole.

Mr. Potter moved that Mr. Robert P. Trask be ap-

ment to be effective as of July 1, 1942. Mr. Locke
seconded the motion, and it was so voted.
It was further voted that a letter expressing
the appreciation of the Board be sent to Mr. Tenney.
Old Age Assistance abatements in the sum of
$95.40 were signed.
Commitment of water rates, special commitment of
water rates, water miscellaneous charges, and water
liens were signed.
