A special meeting of the Board of Selectmen was held in the Selectmen's Room on Saturday, February 14, 1942 at 2;30 P.M. Chairman Giroux, Messrs. Potter, Rowse, Locke,,and Sarano were present. The Clerk was also present. The following members of the Appropriation Committee appeared before the Board: George C. Sheldon, Lewis L: Hoyt, George M. Hynes, Richard W. Maynard, and Aar.es E. Spellman. Mr. 'George M. Morse appeared to discuss budgets: Mr. Morse had rewritten his budgets so that the total appropriation for all forms of charities, including personal services is $110,971.92. The Chairman asked Mr. Morse if he had any fear that this amount of money would not be sufficient and Mr. Morse said the only item he was afraid of was Chapter 111. This is the Military Aid Chapter. The Chairman said that he wasn't afraid that there would be much call for aid to military dependents this year, but that next year the call might be serious. The Chair- man asked if the Boards would agree that no one could pre- dict now and that it might be well too on a basis of waiting and seeing what happens. Mr. Sheldon said that he hated to have to call a Town Meeting later on to trans- fer from. the Excess and Deficiency Account as it would be defeating their purpose. It was decided to leave the budget at $110.971.92 for all types of aid. Personal services were discussed next. The Chairman asked Mr. Morse if the salaries recommended by him were obligatory under the Merit System Laws and Mr. Morse said his instructions were that they are obligatory. The Chairman read the law relative to compensation for welfare employees and said that the law applied to persons handling Old Age Assistance and Aid to Dependent Children. Mr. Rowse asked if Mr. Morse could separate his employees and have certain ones working on each brancheof aid and Mr. Morse said perhaps it could be done. There was a lengthy discussion on salaries for the welfare em- ployees. Mr. Morse retired at 3:30 P.M. is The Chairman asked the group if they felt that the report of the Salary Committee had been given sufficient study for the Selectmen to bring it before the Town Meeting. Mr. Sheldon said that the majority of his Committee approved the report of the Salary Committee although most of the members had objections to certain items. Public works employees Salaries Mr. Paxton before the Board. appeared The Chairman told the group that the Public Works employees had requested the insertion of an Article In the warrant asking for a 44 hour week, an increase of 10� per hour.,, and time and one half for overtime. He asked Mr. Paxton what the 44 hour per week meant. Mr. Paxton said the men feel that they might get the 10� per hour raise and they want a guarantee that if they get it, they will continue on the same basis as they now are. They want to be sure that they will average 44 hours per week. In 1941 the Water and Sewer and Park employees averaged 42 hours per week and the High- way employees averaged 46 hours per week. He said that the 10� per hour increase was a 15% increase. Mr. Paxton said that there were five weeks when the majority of the men did not receive$25.00 per week. Five men in the lowest bracket were there because they did not report for work every opportunity they had. The Chair- man said that Mr. Paxton was not worried about the poor men, but he was worried about losing his good men. He said he thought the way to handle the matter would be to give the good workers increases later on, after Town Meeting. Mr. Paxton said that if the men were paid time and one half for overtime on snow removal, based. on 1500 man hours it would cost $1500.00 additional. This $1500.00 would include snow removal and ten emergency breaks,,: The Board then discussed the Salary Committee's report. Mr. Paxton said he favored a range of $15.00 to $21.00 with a $2.00 per week increase per year for the Junior Clerks and a range of $21.00 to $25.00 with a 42.00 per week increase per year for the Senior Clerks. He then made his recommendations to the Board on employees under his jurisdiction. He recommended that the salary of Charles H. Brenton be considered when the Public Works Department employees wages are considered after Town Meeting. Mr. Paxton recommended that an assistant Mechanic be employed. He said that the large pieces of equipment have been increased from 19 to 34 and with the smaller units, there are 58 pieces in all. He thought a mechanic should be hired to work every night after the equipment is brought to to take care of small repairs. . Mr. Paxton and Mr. Potter retired at 4:25 P.M. The Chairman asked the group if they felt that the report of the Salary Committee had been given sufficient study for the Selectmen to bring it before the Town Meeting. Mr. Sheldon said that the majority of his Committee approved the report of the Salary Committee although most of the members had objections to certain items. Public works employees Salaries Mr. Hynes said that most salary schedules were subject to annual revision and he did not believe that the re- port would last a number of years. Both Boards felt it would be best to submit the report to the. Town Meet- ing, and to have the Chairman present a vote under Article 2 that it be the sense of the meeting that the report be accepted and carried out as far as possible. The Clerk was instructed to m&meograph copies of the Salary Committee's report to be sent to the Town Meet- ing members. The Clerk left the meeting at 4:45 P.M. It was voted to'restore the Elections -Expenses, Town Clerk from $125.00 back to $181.92. It was decided to inform Mr. Morse that the amount approved for all forms of charities is $110,971.920 less the changes made in the salaries. The meeting adjourned at 6:00 P.M.
