HomeMy WebLinkAbout1984-07-18-LEXHAB-min.pdf 0 RECEIVED SELECTMEN LEXHAB HH 0 fl19S4Minutes of the Meeting of July 18, 1984 Present Jean Gaudet, Don Wilson, Dave Eagle, Bill Kennedy, Linda Conrad Bea Phear Guests Jim McLaughlin and Rita Sullivan, Lexington Housing Authority Staffing There was initial discussion on the possiblility of LexHAB's ' contracting with the Housing Authority for approximately 5 hours per week of clerical time. The LHA will discuss this at their next meeting The possibility of also using extra time for maintenance tasks was suggested. Jim McLaughlin suggested that LexHAB identify one tenant who can, on a retainer basis, perform minor maintenance such as leaky faucets and lost keys The LHA said they are interested in asking LexHAB to set aside a couple of units for section 8 tenants The certificate holder would come to LexHAB for their lease, but the unit might be reserved for holders The section 8 waiting list is long enough, so that LexHAB might rent to a tenant who was on the waiting list, and then transfer him to section 8, when the time came Lexington is aloowed 58 section 8 slots We can know where someone is on the list, but the time rate of turnover is variable and unpredictable Legal Counsel LexHAB now has money, and must pay its own legal fees It is Jean Gaudet's opinion that they should use Dave Rogers of Palmer and Dodge as counsel, since he is already very experienced with their role Jean talked with Bill Hays about this, and he was reluctant because of the cost of the firm, but then expressed his agreement. Jean talked with Dave Rogers, who is interested. As an associate in the firm, the payment structure would have to go through Norm Cohen, and Dave will discuss this with Norm. It is likely that he will be able to offer the same 'break" that Norm gives to the Town Linda Conrad,moved, Bill Kennedy seconded, that LexHAB use Dave Rogers as its counsel. Passed unanimously Financial The account has been established at the Massachusetts Municipal Depository Trust. The Town requested that LexHAB name an auditing firm, and the bonding agency, Aetna, wanted a letter from the auditor Dave and Jean met with Robert Ryan of Riley and Ryan, 394 Lowell Street, Lexington. Mr Ryan has drafted a letter to the insurance agent The letter mentions the LexHAB "Board of Directors" but it was voted to proceed with authorizing sending it, since it was the reponsibility of Ryan, not LexHAB, what language he used. Kennedy moved, Wilson seconded, to send the letter Voted unanimously The bonding costs $1,054 per year The CPA firm's current bill is $200 for the letter, and is estimating their annual audit fee as $750-$1,250 n Appeals Process Penny Haggerty said she might appeal. Jean talked to Dave Rogers, who thinks the process is that the developer initiates the appeal. Our letter had told Ms Haggerty that she initiated it. Dave Rogers will get back to Jean on the correct interpretation of the deed. Certifications LexHAB has certified 20, denied 2, and has 3 pending There were 2 no-shows and 10 withdrew Bea Staff Time Bea informed the committee that she will be on vacation most of August, and will not be able to work on LexHAB during that month. She will be able to help during September LexHAB may need staff work lining up certifications for the final 19 Jean will talk to Ruth Senft about delaying the last group until September After September, LexHAB will have its own staff. Don suggested accelerating the interviews by scheduling them 10 minutes apart, as there has been plenty of lag time the 1AaF_two_interview sessions.
