Minutes of tMeeting of May 1, 1984
Present Jean Gaudet, Dave Eagle, Bill Hays, Linda Conrad, Bill Kennedy, Don

What is LexHAB?
The draft one-page summary that Bea prepared was approved as amended This will
be used as a cover sheet to describe the purpose and authority of LexHAB to
be distributed, with the Act and the Charge, to banks
Banks
Bill Hays has talked with the First of Middlesex bank, and will meet with a
representative from the Boston Five next week.
LexHAB will meet with the Town Manager and a representative from the Shawmut
Bank on Thursday, May 3 (Gaudet, Wilson and Hays plan to attend) This is from
a contact through Paul Marshall
There was discussion about the advantages of asking several banks to take a few
mortgages they will share the risk, it gives greater credibility to LexHAB in
the financial community for possible future needs, and there will be a pressure
to "do your share" among the banks, which makes it harder to say no
Affidavit
Draft "A" or the revised affidavit was approved as amended A sentance will be
added at the bottom "This form may not be used after December 31, 1984"; in section
"c" the words "to be filed" are elimintated and a new sentance is added "If you
did not file a return because you believed none was required, please check
here 1982 1983 The words "adjusted gross" will be added to the top of
the income columns
There was discussion about the people who's 120 days will expire from the time of
certification to the time of signing an agreement LexHAB should tell the
Board of Selectmen that they intend to honor the certificates already signed without
any reexamination of income data
It was felt that there had been a problem with people coming to the interviews
unprepared LexHAB needs information ahead of time When people are notified of
their interviews, they should be told what to send ahead for duplication
Selection of Units
Bill Kennedy has examined the drawings and thinks the specifications are not
specific enough for him to make a recommendation about the energy option and
heat pump He and Dave Eagle will set up a meeting with Noyes to discuss these
options in detail He thinks it is likely that the hearting system is fan units
in the ceiling, and the energy option would add a feature that will cool air in
the summer with a roof condenser and well as triple glazing It is probably
wise to buy the options, but he will have firm recommendations next meeting
There was no selection of units This will be done at the next meeting on May 22

Complaint
A letter of complaint was sent to the committee The person had put the wrong
name on the applicant list and was denied for being over income The committee
will answer the letter saying LexHAB has no reponsibility for this issue, that the
only involvement of the Muzzey Administrator is to certify the incomes of the
proper applicants before it, and they will share the letter with the Town Manager
as requested Bea and Jean will draft
Another person complained because they were bumped from the lower preference
for over income and now don't know their place on the list This raises the issue
of LexHAB's knowing people's places Kirk Noyes had said he would not share
that information and give names in batches of 20, but LexHAB feels that the public
will not understand, and that we should not deal with anyone who's position on
the list is unknown
The Selectmen are about to sign the amendment, and this might be an appropriate
time to change Kirk's policy
Amendment
Bill Hays raised a possible problem with the language of the amendment This
second amendment allows banks to wipe away the restrictions during foreclosure
except for a brief period when the Town gets to buy the mortgage, but LexHAB will
not be a qualified buyer Dave Rogers is trying to work out language with
Bob Shaefer that the Town can selectively release the restrictions for its own
purpose, and then LexHAB could reinstate them. If this is not changed, there
may be a cloud over LexHAB's title
Studies
The one bedroom units, with studies, cannot be rented as two bedrooms under the
section 8 guidelines
