Jean Gaudet, Bill Kennedy, Bill Hays, Linda Conrad, Don Wilson Bea Phear The meeting was called to discuss the draft Guidelines for Waiver of Restrictions Bill Hays pointed out that the fourth guideline might be subject to two interpretations that the restriction itself is blocking affordability or that the restrictions are blocking sales (and are doing their job) Bill Kennedy said the guidelines are subject to adjustment at any time; therefore it could be clarified later if it appeared to be misinterpreted Jean and Linda thought we shouldn't proceed on the assumption of later adjustment, as a mortgage might be affected Don felt that since the section said "may" rather than "shall", and since any waiver has to be voted by the Committee, he was comfortable that misinterpretation was not a problem. Bill Hays agreed, as the purpose of the fourth section was to be broad and address the unforseen, the two implications were unavoidable Don Wilson moved, Linda Conrad seconded, that the Guidelines be approved as drafted Voted unanimously Respectfully Submitted, Beatrice Phear
