Minutes of the Mee ng of February 23, 1984
Present Jean Gaudet, Linda Conrad, John Zorka, Bill Kennedy, Don Wilson,
Dave Eagle, Bill Hays Bea Phear
Process
It was decided that hereafter there would be an agenda for each meeting Any
member who wishes to place an item on the agenda should call Jean Gaudet or Bea
Phear by the Thursday prior to the meeting
Similarly, if there is material to be distributed, it should be delivered to
Bea by 2 00 pm on the Thursday before the meeting, so that members will have
an opportunity to review it over the weekend.
It was decided to change the regular meeting date to Tuesdays The next meetings
will be
Tuesday, March 6 at 8.00 pm in room 201 (Public Works, second floor)
Tuesday, March 27 at 8 00 pm in room 201
Tuesday, April 3 at 8 00 pm in room G-15
Tuesday, April 24 at 8 00 pm in room G-15 x
At the next meeting, there will a review o' minutes from past meetings Members
were requested to bring their minutes for discussion and vote
Designation
The Selectmen have voted to designate LexHAB as purchaser of up to ten units in the
Muzzey School There was no vote to designate LexHAB as Muzzey Administrator
Committeee members expressed concern that the designation is confusing to the
public, who do not understand the distinction. It was agreed to ask the Selectmen
to make the Muzzey Administrator appointment as quickly as possible This will
enable LexHAB to deal with the public more clearly, enable it to discuss his status
and process with Kirk Noyes, anc4xpidite the selection of units and options
Buyers
Jean Gaudet reported that the Manager had denied one applicant for purchase (Holland)
and that three others had withdrawn (Adjigian, Kelley, and Allison) Mr Adzigian
had written a disgruntled letter which was shared by the Committee
Subsidies
Don Wilson distributed papers summarizing rental subsidies available from Section 8
(federal) and 707 (state) A household may have maximum assets of $15,000 Utilities
may be added to the base rent figure A section 8 certificate holder has 30 days
in which to find an apartment, and then must turn back the certificate Lexington
usually has two or three section 8 certificates to spend each year
If there are not enough apartments in the community, an applicant can get a
mobility certificate, which allows him to look in other towns In that case the
origional town pays to host town, which in turn pays the rent.
Leases are usually for one year
To get a larger unit, there must be medical need or a large family
Unit Purchase
John Zorka distributed sheets demonstrating purchases that depend on section 8
allowances He calculates that LexHAB could buy 8 units for $197,000 If there
were no two bedroom units it could cost less, as two bedrooms are proportionately
most expensive
John thought there might also be an adjustment on the Condo fee, since LexHAB is
tax exempt, and the assessor could calculate that out. Bill Hays was doubtful,
since the tax on common space is for use rather than ownership, and believed
it would not be tax exempt, but it is worth exploring
Don suggested keeping costs down by using Minuteman Tech students on maintenance
and refurbishing, where appropriate He will also check Parker expenses
Financing
Jean said she leaned toward being conservative in how many units to buy, and how
much money to reserve for other purposes If LexHAB is successful in its management,
there also may be other projects in the future
Looking at other possible LexHAB expenses, the committee thought they would have
to save for
Legal fees carrying an empty unit
ongoing staffing/clerical reserve for increased condo fees
redecorating/maintenance condo cushion (3-4 months initial deposit)
insurance other?
Jean talked with Frank Parrish about shopping for lower mortgages or tax free Town-backed
mortgages This will not be pursued, as the Town is not responsible for LexHAB loans,
according to the legislation
Intervening Tasks
Jean will try to set up a meeting with Steve Politi and Bob Hutchinson to meet with
Bill Hays, Bill Kennedy and hersdf to discuss
What will get charged against the $238,000 before it gets to LexHAB?
The timing of the Muzzey Administrator designation
What expenses the Town will cover, eg legal and insurance
Linda Conrad and Bill Hays are working on draft by-laws.
Don Wilson, Bill Kennedy, and Dave Eagle will draft tenant selection guidelines.
