HomeMy WebLinkAbout1941-12-30SELECTMEN'S MEETTNG December 30, 1941. A special meeting of the Board of Selectmen was held in the Selectmen's Room at 7:45 P.M. Chairman Giroux and Messrs. Sarano and Locke were present. The members were notified of this meeting by the Chairman at the reCular meeting; held last evening. The Appropriation Committee met with the Select - men. There being no change in regular Town items to be brought before the Town Meeting this evening, Mr. Allen Rucker, at his request, was invited to appear before the two Boards. Speaking for the Committee on Public Safety, Mr. Rucker urged the two Boards to raise the figure being recommended to the Town Meeting from x'10,000.00 to 6151000.00. The reasons presented by the Committee on Public Safety convinced the two Boards, and they voted unanimously to recommend the amount of $15,000.00. The meeting adjourned at 8:00 P.M. in order that 0 the Boards might attend the Town meeting. At 8:45 P.M. the three members of the Board of Selectmen named above met in the Selectmen's Room. It was unanimously voted to authorize the Town Treasurer to take bids,o 1q'a. of x'`15 000 .00, payable within five years,,`i , WCAA1c�e"P "_ tlhe terms of the vote of the Town Meeting. The Selectmen adjourned as a Board. At 8:50 P.M. the Selectmen and the Approrpiation Committee and the Executive Committee of the Committee on Public Safety met with Supt. of Public Works Paxton, and Leigh Farnham of the Engineering Department present. After considerable discussion, the three Boards unanimously approved in principle the idea of erecting an aircraft watch tower, to be located in the vicinity of Sunset Rock,on Robinson Hill, the details of costs and bids to be considered later. The three groups dis- cussed the matter of a temporary road leading from the upper end of the Cranston driveway to Sunset Rook, and a path from the near side of the Cranston home to Sun- set Rock, the work to be done by W.P.A. crews under the direction of Mr. Farnham, for which he has proper authority under the National Defense Act. 0 To ask Appr. of $159000. for Com. on Pub. Safety Town Treas. To take bids on $15,000. loan Road to Tower, Sun- set Rock' Mr. Paxton is to have general supervision of the work. Any cost incurred from the use of regular Town employees or Town equipment is to be charged to the appropriation of the Committee on Public Safety. The three Boards un- animously approved of the temporary road and path, and authority was given for the work to be done. The Selectmen approved and granted authority to the Blackout Committee on Public Safety for the installation of 'Curtains black -out curtains in the Report Center (Selectmen's Office) . The three Boards had a lengthy discussion of many problems having to do with the work of the Committee on Public Safety. It is understood that the Committee on Public Safety will request meetings of the three Boards when it has matters proper to bring before them, and at such meetings shall mare its redommendations. The meeting adjourned at 9:45 P.M. A true record, Attest: • • The Selectmen requested the Appropriation Committee to transfer all of its remaining Reserve Fund to the ac- count of the Committee on Public Safety so that the Com- mittee might have funds available immediately. The Appropriation Committee voted unanimously to transfer its funds as requested. The three Boards approved Bids Obs. the calling of bids for the construction of the observation Tower tower, sealed bids to be opened at a joint meeting of the three Boards on such date as the Committee on Public Safety shall set. The Appropriation Committee was requested to work out the form of purchase order and petty cash slips. The Board of Selectmen voted to authorize Miss Eleanor M. Lowe, Clerk of the Board, to act in their place, with the authority to pay out amounts of money Miss Lowe for petty cash. The Appropriation Committee also voted to handle to authorize Miss Lowe to act for them in same manner, Petty Cash the method to be as follows: It was voted that Miss Lowe be given the sum of $50.00 to set up her Petty Cash Account, further sums to be given her when the first amount has been used. She is to give out cash only on the presentation of a proper petty cash slip, signed by Luther R. Putney, Chairman of the Committee on Public Safety. She shall refuse to give any cash for items she considers not -to be indicentals. In this case , incidentals are under- stood to be such sums as may be required for postage, food orders, etc. Miss Lowe shall retain one of the petty cash slips, and shall send the duplicate to the office of the Town.
