HomeMy WebLinkAbout1941-12-29• SELECTMEN'S MEETING December 29,1941 A regular meetinT of the Board of Selectmen was held in the Selectmen's Room, Town Office Building on Monday evenin{;, December 29, 1941 at 7:30 P.P.I. Chair- man Giroux, Messrs. Potter, Rowse, Locke, and Sarano were present. The Clerk was also present. The Chairman read a telegram which he had received from Joseph B. Ely, Chairman of the Massachusetts Tire Rationing Board, requesting that the Selectmen appoint a committee of three to serve as the Lexington Tire Rationing Board. * It was decided to request the following persons to serve on the committee; Mr. Albert B. Tenney of 1 Adams Street; Mr. George E. Graves of 33 Adams Street, and Charles A. Whipple of 1 Upland Road. Letter was received from the V. F. W. asking for a copy of the ambulance regulations. The Clerk was in- structed to send a copy to the V.F.'dd. Application was received from the Girl Scouts for the use of Lstabrook riall on the afternoons of January 7th and 14th. Mr. Potter moved that the use of the hall be granted free of charge. Mr. Sarano seconded the motion, and it was so voted. X47 McIntosh water guaranty Tire Rationing Board At 7:35 P.M. Mr. Neil McIntosh appeared before the Board. He said that he felt that he was entitled to some reimbursement on his water guaranty account be- cause of the fact that the rates exceeded the interest for many years. He said he believed he was entitled to $1,000.00. The Chairman told Mr. McIntosh that if the Board decided that he was entitled to any reimbursement, it could not be applied on future betterment assessments. Mr. McIntosh said that he was informed at the Assessors' Office that there was a balance of 0,)95.65 due on his water betterment assessment, and he said that he would be satisfied if the Board would agree to abate that amount. Mr. Rowse asked if Mr. McIntosh would consider that he had no future claims ac,ainst the Town if this was abated and Pair. McIntosh replied in the affirmative. The Chairman requested him to present his claim in writing and -1,1r. McIntosh said that he would do this. Mr. McIntosh said that there was an error in the Selectmen's record of a meeting he had with the toard on September 4, 1934. The record read "He gave figures showing the decreased assessed valuation" and it should have read "He gave figures showing the increased assessed valuation." Mr. McIntosh retired at 7:55 P.M, The Chairman read a telegram which he had received from Joseph B. X47 McIntosh water guaranty Tire Rationing Board Application was received from the Minute -T -Jen Arts and Crafts requesting the use of Estabrook Hall on February 10, 1942 for a meeting. Mr. Potter moved that the use of the hall be granted, free of charge. Mr. Sarano seconded the motion, and it was so voted. The Clerk informed the Board that Mr. Garrity had requested permission to join the National Shade Tree Con - Shade ference for the year 1942. The membership fee is X5.00. Tree Mr. Potter moved that Mr. Garrity's request be granted Conf. and that the membership fee be charged to the Shade Tree' Appropriation for 1942. Mr. Rowse seconded the motion, and it was so voted. Letter was received from Mr. Russell advising that there was a deficiency of $98.29 in the Old Age Assis- tance Account. Transfer Mr. Rowse moved that the Appropriation Committee be requested to transfer this sum from the Reserve Fund. Mr. Potter seconded the motion, and it was so voted. Letter was received from Mr. Russell advising that there was a deficiency of $8.16 in the Accounting Depart- ment Expenses Account. Mr. Rowse moved that the Appropriation Committee be requested to transfer this sum from the Reserve Fund. Mr. Potter seconded the motion, and it was so voted. Letter was received from Mr. Russell advising that there was a deficiency of $105.00 in the Law Department - Personal Services Account. Mr. Rowse moved that the Appropriation Committee be requested to transfer this sum from the Reserve Fund. Mr. Potter seconded the motion, and it was so voted. Letter was received from Amos L. Taylor, Trustee of the Robinson Estate, owners of Robinson Hill. Mr. Taylor Observa- said that Sunset Rock could be used for the Observation ,tion Post Post subject to certain conditions. The Clerk was in - 'on strutted to send a copy of the letter to Mr. Wrightington Robinson and to ask him to acknowledge it. She was also instructed iHill to send a copy of the letter to Mr. Putney. Letter was received from Allen W. Rucker, Chief Observer of the Air Craft Warning Post, requesting that Plowing the entrance to the Lexington Golf Club be plowed so that to Post observers will be able to drive to and from the Post. The Chairman said it would be necessary to plow the drive- way and the parking area. The Board felt that this should be done and voted to so instruct Mr. Paxton. u • • The Chairman said that about opposite the Golf Club driveway there is a private drive going tap the hill for about 200 yards to a house owned by John F. Cranston. He said that on Sunda7 he, with Mr. Paxton and some others, called on Mr. Cranston and obtained his permission to use the driveway. It is about 200 yards from the end of the driveway to the top of the hill. Pis. Potter moved that Mr. Frederick J. Spencer be Ass t. appointed Assistant Assessor for the year 1942. Mr. Assessor Sarano seconded the motion, and it t*aas so voted. The Chairman suggested that the driveway be plowed so that the men going to the Observation Post could drive in. Mr. Locke moved that the Cranston driveway be plowed during the emergency. Mr. Sarano seconded the motion, and it was so voted. Notice was received from the Town Clerk of the resig- nations of Leland f_. Emery and William H. Shanahan as members of the Board of Assessors, effective on December Assessors 31, 1941. Mr. Potter moved that both men be reappointed for a three-year term, ending December 31, 1944. Mr. Locke • seconded the motion, and it was so voted. Letter was received from Mr. Wrightington containing his interpretation of Chapter 708 of the Acts of 1941 which refers to the rights of persons leaving Town em- Legal ployment for duty with the Military or Naval forces of Opinion the United States. The Clerk was instructed to place the letter on file for future reference. Letter was received from Mr. Wrirhtington relative to the suggestion of District Attorney Robert F. Bradford. -that the Board adopt a vote authorizing; the police to aid other municiaalities when necessary. Re: Mr. Potter moved that the followin` vote be adopted. Police aid - Mr. Locke seconded the motion, and it was so voted. The Board considered the three bids received on the printing of the Town Report for 1941. It developed that the Adams Press was 86� lower than the Somerville Printing Co. 350 ,Bid on 'Town Report This figure was arrived at by figuring on the number of pages in the 1940 Report. Mr. Potter moved that the bid of the Adams Press be accepted. Mr. Locke seconded the motion, and it was so voted. Mr. Potter moved that the following licenses be Mr. Potter moved that Mr. James f?. The records of the meeting held on December 22, 1941 were declared approved. Ave. lst Class Motor Veh. Mr. Morse appeared before the Board at 9:10 P.M. and retired at 9:30 P.M. Mr. Paxton appeared before the Board at 10:20 P.M. Mr. Paxton informed the Board that it cost $71.10 to supply water to five persons whose wells went dry Water to during the summer of 1941. Most of this charge was for persons trucking and labor. Mr. Paxton recommended that no whose well charge be made to the individuals. Mr. Potter felt that went dry it was all right not to charge this year, but he sug- gested that the individuals be informed that although there was no charge this year, there would be a charge if it happened again. Mr. Paxton retired at 10:20 P.M. Mr. Russell appeared before the Board at 10:35 P.M. to discuss the manner in which his office is being con- ducted. He retired at 11:07 P.M.
