HomeMy WebLinkAbout1940-07-01252 SELECTMEN'S MEETING July 1, 1940. A special meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building, at 7:00 P.M. Chairman Giroux, and Messrs. Potter and Rowse were present. Letter was received from the Town Treasurer recommend- ing a borrowing in anticipation of revenue in the amount of 75,000. It was voted to request him to take bids on Loan a loan of 075,000., bids to be received at 7:35 i#M. on July 8th2 and the notes to be dated July 9th and payable April 4, 1941. Notice was received from the Alcoholic Beverages Con- trol Commission advising that Package Goods Stores might be open on July 4th from one o'clock P.M. until eleven Close Liq- o'clock P.M. In view of the fact that the 4th is Indepen- uor stores dente Day and the fact that the A.L. is having a carnival July 4th on that day, it was decided to request the three individuals holding Package Goods Licenses to close all day and evening. Miss Julia McCaffrey's letter of June 19th requesting that the town remove the water pipe through her land to the Center Playground was again discussed. The Chairman told the Board that the License granted to the Town allow Water pipe ing the pipe to be laid in this lot stated that it must McCaffrey be removed within sixty days of a request to do so. lot. The Appropriation Committee appeared before the Board. The Chairman explained the situation to them. He pointed out the fact that it would be impossible to take an ease- ment through the land until an Annual Town Meeting, and the fact that if the pipe had to be removed at the expira- tion of sixty days, the playground would be without water. It was decided to ask Miss McCaffrey if she would agree to let the pipe stay in service until Labor Day, when the playground would close, and also, if she would insist in having the pipe removed, or if she would be satisfled if the service was discontinued at the street line. Both Boards agree that provision should be made in the 1941 Budget for the installation of 6" pipe from Lincoln St. to the playground at an estimated cost of $1600.00, Article 9 of the Warrant for July 1 meeting was discussed. This article requested a transfer of $750. to the Engineering Dept* account for the purchase of a C 253 beach wagon. Both Boards decided that it would be poor policy to recommend the transfer at this time, and it was Engineer's decided to request indefinite postponement of the article. car. It was felt that consideration should be given to a re- quest for a transfer of funds to repair the old car. The request of the Board of.Assessors for a transfer from the Reserve Fund in order that funds might be pro- vided to keep the extra clerk on until September 30 was discussed. The Appropriation Committee indicated that it would act favorably upon a request for a transfer of $15f.00 in order to keep the clerk on, and it was decided to make such a request. Mecewitz requesting a Permit to operate a sound car in Lexington on July 5th Request for to advertise a thrill circus sponsored by the Sons of sound car the.American Legion, Lowell Post #87, this week. It was voted to deny the request. The case of Claude A. Palmer was then discussed. A letter was received from Mr. Morse stating that the Agent for the Bank owning the house was willing to let the Palmers stay there if payment of three month's rent was guaranteed, and a substantial payment on the back rent was made. It was decided to authorize Mr. Morse to guarantee payment of three month's rent, and to have him inform Mr. Palmer's son what wqs being done, and request him to do everything possible to reimburse the town.
