SELECTMEN'S MEETING
November 17, 1938
A special meeting of the Board of Selectmen was held
in the Selectments Room, Town Office Building. Chairman
Giroux and Messrs. Potter, Ross, Clark and Rowse were present.
The Clerk was also present.
At 7:55 P.M. the doors were opened so that those per-
sons desiring to be present at the opening of the sealed
proposals for the North Lexington sewer project might enter.
Besides spectators, the following were present: Mr. Harrison
P. Eddy, Mr. Alden of Metcalf & Eddy, Mr. Frank H. Street,
PWA Resident Engineer -Inspector, Mr. Raymond, and a few
members of the Appropriation Committee.
At 8:00 o'clock P.M. the Chairman declared the time for
entering bids on the Project closed.
The Chairman read Addendum No. 1 dated November 14,
1938, which he said all bidders were supposed to have re-
ceived. He said that after reading it, if no comments were
made, it would be assumed that all had received it.
The Chairman said that the bids would now be read.
He said that the full description of each item would be
read in the first bid, and thereafter the items would be
read by number only.
At 8:09 P.M. Chairman Giroux read the first bid, that
of P. DeCristaforo Co., Inc. of Roslindale, Mass. He said
that the firm had submitted a certified check in the amount
of 44,000.00. The total bid for all items was p5,523.800
Mr. Giroux finished the reading of the bid at 8:15 P.M.
At 8:19 P.M. Chairman Giroux started the reading of the
second bid, that of Anthony Ross & Son, Inc. of Lexington,
Mass. He informed the group that Mr. Albert A. Ross was a
member of this Board of Selectmen, and was not sitting as
a member of the Board tonight. He asked Mr. Street if he
would care to explain Ahy ruling of the PWA on the reading
of this bid. Mr. Street said that any bid that came in
accompanied by a certified check or a bid bond must be
opened. He said that the rule 'was that no member of a
governing body could be awarded a contract. He said he under-
stood that if Mr. Ross was the low bidder he would resign
from the Board, which would be legitimate.
Chairman Giroux said that the Ross firm had submitted
a bid bond in the amount of $4,000. The total bid for all
items was $85,819.50. Mr. Giroux finished the reading of
this bid at 8:24 P.M.
At 8:25 P.M. Mr. Raymond read the third bid, that of
R. Zoppo of Roslindale, Mass. He said that the firm had
submitted a bid, bond in the amount of $4,000. The total
bid for all items was $79,321.25. Mr. Raymond finished
the reading of this bid at 8:295 P.M.

At 8:30 P.M. Mr. Giroux read the fourth bid, that
' of John Williams of 8 Beechwood St., Dorchester. He
said that the firm had submitted a bid bond in the amount
of 15,000.00. The total bid for all items was $89,898.60.
Mr. Giroux finished the reading of this bid at 8:36 P.M.
At 8:37 P.M. Mr. Ross read the fifth bid, that of the
John McDonald Construction Co. of Newton, Mass. He said
that the firm had submitted a bid bond in the amount of -
$8,000.00. The total bid for all items was $73,747.10. Mr.
Ross finished the reading of this bid at 8:42 P.M.
At 8:425 P.M. Mr. Raymond read the sixth bid, that of
A. Piatelli and R. Civitarese & Co. of Mattapan, Mass. He
said that the firm had submitted a bid bond in the amount
of $80000. The total bid for all items was $92,029.00.
lir. Raymond finished the ,reading of this bid at 8:475 P.M.
At 8:48 P.M. Mr. Rowse read the seventh and last bid,
that of N. Cibotti & Co. of Hyde Park, Mass. Mr. Rowse said
that the firm had submitted a bid bond in the amount of
$7,500. The total bid for all items was $79,633.10. Mr.
Rowse finished the reading of this bid at 8:56 P.M. The
Chairman asked if there was a representative of the DeCrista-
foro firm present, but there was not.
The spectators retired.
The Chairman asked if the Board wished to authorize
the Iaam to pay for the Storm Emergency work. Mr. Potter
' moved that the Town Treasurer be authorized to request bids
on a loan in the amount of $23,000. under authority of
Clause 9, Section 8, Chapter 44, G.L., in accordance with
the vote passed at the Town Meeting held on November 10th,
Mr. Potter said that the bids could be dated November 15,
1938, and payable in one year. Mr. Rowse seconded the
motion, and it was so voted.
The meeting adjourned at 9:10 P.M.
