'Sewer Loan.
SELECTMEN IS MEETING
AUG. 25, 1936.
A special meeting of the Board of Selectmen was held
in the Selectmen+s Room, Town Office Building, at 7;15 P.M.
Chairman Giroux, Messrs. Potter and Clark were present.
The Clerk was also present.
The Chairman informed the Board that the Town Account-
ant went in to the Division of Accounts relative' to trans-
ferring money from various accounts to make up five or six
thousand dollars for Public Works, Labor and Materials,-
rather
aterials,rather than borrowing money for the account. They told
him it might be all right to do it but they questioned the
wisdom of it and did not like it. It would be 4bsolutely
illegal to withhold payment of any inter -departmental accounts
and in order to get along without borrowing, it would be
necessary to hold back on all payments to the town. Per-
haps $5000. could be scraped up but that would not solve
the problem, as the Town Accountant says that in his
opinion there is no chance of there being any money avail-
able from E. & D. December 1st. Mr. Clark asked if a
transfer could be made from the Reserve Fund and"the'
Chairman said that the Appropriation Committee would not
approve that as Mr. Mitchell says that unquestionably
there will have to be additional funds for charity before
the and of the year .
Mr. Clark asked if we were abnormally behind in tax
collections and the Chairman replied in the affirmative.
Mr. Clark asked if it was not the duty of the Board to
bring this matter before the Town Meeting and the
Chairman said that perhaps the Board should state that
taxes were delinquent and for that reason probably there
would be no money available in E. &D. Mr. Clark said that
he was opposed to borrowing money for W.P.A. but as long
as there was nothing else to do, he thought the Town
Meeting should be told that it was absolutely necessary
to borrow because the taxes were uncollected.
The Chairman said that borrowing 913,000. for one
year would increase the bonded debt too much next year and
and that inasmuch as we had to borrow for W.P.A., it
would be better to borrow for two years. He also thought
it would be better to borrow the sewer money for fifteen
years.
Mr. Potter moved that the vote of August 2, 1938 to
fund the money for North Lexington Sewer for ten years be
rescinded. Mr. Clark seconded the motion and it was so
voted.
Mr. Potter moved that the Kelectmen recommend bonding
this money for fifteen years. Mr. Clark seconded the
motion and it was so voted.

' Mr. Giroux relinquished the chair and Mr. Clark acted
as Chairman pro -tem. Mr. Potter then moved that the
X13,000. for W.P.A. Labor and Materials be bonded for two
years. Mr. Giroux seconded the motion and it was so voted.
The meeting adjourned at 7:50 P.M.
