HomeMy WebLinkAbout1938-01-30IT Highway Budget. SELECTMEN'S MEETING JAPTTIARY 30, 1938. A special meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building, at 2:30 P.M. Messrs. Potter, Giroux, Clark and Ross were present. The Clerk was also present. In the absence of Mr. Ferguson, Mr. Giroux acted as Chairman. Mr. Raymond appeared before the Board. The Chairman asked him why the sum of $1250.00 was needed for the Development of Loam Supply and he said that the town would pay at least $76,000. for loam in 1938, as the Highway Department needed it for roadsides and the Park Depart. ment would use a great deal at the Center Playground. He figured that the loam, piled and stocked, would cost the town about $p.25 per yard. The Board asked him what streets listed under Highway Construction were the most important. He said that in his opinion Reed Street was not in too bad condition this year and he thought the construction of Charles Street was more important. Mr. Giroux asked which he would prefer to see done, Oak or Charles Street. Mr. Raymond said he did not see how Oak Street could be done with the present betterment laws. He said that Oak Street should not be constructed without installing water and sewer mains and extending drainage, and the development at the present time gets along without these. The abutters probably would not be willing to pay the betterment assessments. He said that the cost of making Charles Street a means of access to Liberty Heights was only one-half of what it would cost to do Oak Street. He said that if Oak Street were done, it would be necessary to charge people who owned the land but did not live there. He said that he had received complaints about there being no sidewalks on Charles Street. The Board asked him what street under Chapter 90 was the most important, and he said that Woburn Street was. Mr. Raymond said that it would cost $5,000.00 addition- al to keep the street lights on all night. He said that the amount requested for Labor and Superintendence on Welfare projects probably could be reduced as there are now sufficient funds to last until April. He thought that perhaps $3,000. would be sufficient to appropriate. He retired. The Board took action on various budgets as follows: Engineering- Amount requested for personal services, 13,130.72. The following changes were made; Litchenberg, reduced from $71041.82 to 1018; Filing Clerk, $75. eliminated. Total approved, $13,029.72. Amount requested for Expenses $71070. Amount approved $7850.00. Total approved, $131,879.72. 1 G' 1 195 Town Offices & Cam Memorial Building: The coal- item was reducedfrom X1700. to $p1,000. ' This reduction, plus the reduction of 250. for the floor finishing machine, brought the budget down to ;9396. which was approved. Ashes and Dumps: Approved as submitted, $2200.00. Traffic Reg. & Control: Amount requested, 12225. Amount approved, $1800. Traffic Signal Lights: Amount requested, w1242. Amount approved, ;1242. Street Signs: Approved as submitted, $550.00. Drainage Maintenance: Approved as submitted, $3600. Sidewalk Maintenance: Amount requested, §2800. Amount approved $1500. Guard Rail Maintenance: Approved as submitted, $300. Seeding & Loaming: Amount requested, $$1500. Amount Budget. approved, $1,000. Road Machinery Account: Amount requested, §i15,450.00. Amount approved, $7500. Development of Loam Sup1 : Amount requested, ti;�1250. Amount approved, $1000. Betterment Sidewalk Construction: Amount requested, ,;1 . Amount approved, $1000. Sidewalk Reconstruction: Amount requested, .5,250. This item eliminated entirely. Curbing Construction:- Amount requested, $4400. This idem e11minaatem-entirely- Reed Street Construction: Amount requested, ,,;9,000. This item eliminated entirely. Spring Street Construction: Approved as submitted, $8,500. Charles Street Construction: Amouht requested, F,11,000. This item eliminated entirely. Pollen Road Construction: Amount requested, ,000. This item eliminated entirely. 196 Hibbert Street Construction: Approved as submitted, 6600. The Clerk was instructed to request Mr. Raymond to submit a breakdown on the first three items under the Highway Maintenance appropriation, that is General Over- head, General Work and Maintenance of Road Surfaces. The Board again discussed Chapter 90 construction. Mr. Ross moved that the Bedford and Woburn Street projects be approved. Mr. Potter seconded the motion and it was so voted.
