MINUTES of Commission meeting May 22, 1972.
The meeting was called to order by the Chairman Dr. Kassler at r ;0
8 03 p.m. , with other Commission members Mr. Cohen and Mesdames 0, , w,
Fribk Pease and Rawls and Mr. Mazerall (ex-officio) present.
Also present were Dr. Friedman and Mrs. Nichols. Mrs. Solomon
and Mr. Hughes arrived shortly after 9 00 p.m. , at the conclusyp:"' 1

Contacts for Surplus State and County Hospital .Lands. Mrs. Hil
'rick will get in touch with Richard Moynihan. Other possible .
A contacts are Davenport of DNR (Coastal wetlands) , Ted Anderson,
in the Department of Community Affairs and Phil Curran (all
above for the State Hospital) . Possible contacts for the county
hospital would be Commissioner Dever or, as it was recalled from
a letter from the MAPC offering help along these lines, Richard
Doherty, executive Director of the MAPC. Dr. Kassler will call
him.
Minutes of the April 24, 1972 Meeting of the Commission were
accepted as amended
Hill-Meek. Mr. McSweeney appeared briefly to discuss method of
payment of the plan to be drawn for this property and to ask that
the Commission obtain a copy of the same plan Mr. Legro has.
Drainage in Whipple Hill area. The Commission asked Mr. McSweeney
about this, and he said that it was a problem of an individual
homeowner on Patricia Terrace, probably due to filling on a
house lot. It was stated that the Town should not be doing more
than health code enforcement in this area. Abandoned cars nearby
appear to be in Arlington
Boston Edison Co. Recommended that the Commission write Boston
Edison Co. and in a general way say that the Commission "would
like to be helpful" (in finding another location for the switch-
ing station) . . .The Secretary will look into the handling of
payment for the advertisement for the March 13 hearing in the
Minute Man.
North Lexington Brook Oil Pollution. Mr. Heustis, the Health
Director, would like to inspect this with members of the Commission.
Scottish Rites Land. It was learned last week that no additional
Board of Appeals hearing will be necessary. Now the only Town
Board whose influence might persuade for the preservation of a
20C-foot setback would be the Board of Selectmen.

Land Acquisition Committee. Both Dr. Kassler and Mrs. Frick {
attended this meeting last Thursday. A two-page "site evaluatAMV
check list was found most helpful by those at the meeting, TYi

expressing desire to be active in negotiations at an earlier s ,�`�r t�.0 `
Dr Kassler also recommended that the Commission be included wit '
negotiations which it initiated or in which it has interest.

Additional professional help should be obtained in the form of
two separate opinions of value from local appraisers before nego-

tiations. A full appraisal from someone outside Town should be
requested only for Town Meeting articles. Legal help should be
available when needed
Report of March 20 MACC meeting was given by Mrs. Solomon, who
told of hearing about the scope of B.O.H. assistance. She will
send for a list of BOB-approved appraisers, available through
Mr. Conolly' s office at DNR.
State Applications - 1970. Only Statement of Title letters are needed.
Planning Board Meeting, on Engineering Studies . The Commission
was invited to attended a meeting of the Planning Board at which
it was desided to spend $4,000 of Article 82 money to study a
portion of Tophet Swamp, which includes the Sanitary Landfill,
up to Bedford Street, between Hartwell Avenue and Route 128.
The study should also include impact on other areas. Planning
Board will look into the possibility of State funding, in view
of the DNB' s letter of 2/12/71. Town Manager, it was reported,
asked that two prices be obtained, one for the professional
consultant to do most of the work and the other for the pro-
fessional consultant to make extensive use of volunteer assistance.
Commission members recommended that a member of the Bedford
Conservation Commission who works for the DNR and Mel Graf of
Lexington should be conculted, since they both are knowledgeable
in this area.
Land of Benjamin Greene has been offered to the Town, and the
Board of Selectmen have asked the Commission to comment. Reply
will be that the Commission could be interested in the land for
a Town-owned picnic area, if the price were low enough This
would be low priority and should not in any way interfere with
negotiations for Juniper Hill

Excellent slides were shown by James Jones. The Conservation
Commission, represented by Mrs. Solomon, was the only advocate
of a curveddrainage course leading the Water toward the Marrett
Road culvert. About 35 people attended the hearing.
`The meeting adjourned at 11 00 p.m. The next meeting of the
Commission will take place on Monday, June 5, at 7:45 p.m. , at
which time elections of Commission officers have been announced.
