MINUTES OF COMMISSION MEETI'NG. of June 5, 1972 The meeting was Called to .order by the Chairman, Dr. Kassler at, 8 05 p.m , with the following present Mr. Cohen, Mesdames Frick, r�", Pease and Rawls as well as. Dr. Friedman and Mesdames Nichols and ` Solomon. Also present were Messrs.Hughes and Mazerall. a' Hearing May 26 on Hato& Act. Mrs. Nichols reported.. that appy en1 N, the hearing was held to make mid-March emergency regulations' per manent._ Apparently State Agencies, quasi-State agencies and political subdivisions other than towns would be required to 4 • . file notice of intent 30 days in advance but a hearing would not A ' be- required. A written report would be required from the Conservatito Commission after it had received these reports and plans. Correspondence Received a) From Ford Foundation. Commission' s application turned down. b) From MAPC - 102 proposed Federal application O.K. with them. c) From Mr. O' Connell - requiring July and December progress reports on money articles d) Copy of Board of Appeals permit for Varian Question 1 on the November Ballot, a constitutional amendment to permit lower assessments on lands in current farm use, received support from the Conservation Commission representatives assembled at the May 20 meeting of the MACC, Mesdames Rawls and Pease re- ported. Information on B.O.R. Funding and Procedures. Mr. Frank Colombo, field representative for the DNE? on this program, arrived to re- view the procedures for applying for the B.O.R. and to answer any questions. First of all, he said, B.O.R. has money, avail- able to any public agency whose application is approved (50%) . Regional cooperation is encouraged. B.O.R will fund both active and passive recreational land acquisition and development (where- as the DNR Self-Help program is more for land-acquisition for passive-type recreation) . Allfederallyfunded land and facilities genera must be open to the/public. Fees, possibly with lower rates for local residents, may be charged Mr. Cohen will get in touch with Joel Lerner, the man at State DNR who is in charge of B.O.R. applications (State Liason Officer is Commissioner Brownell) . State Applications Nos. 19, 20 and 21 (for Titelbaum, Ballou and Cooke) . Metropolitan State Hospital, that no development is contemplated in the area in which the Commission has expressed interest Mr. Kerr, an en- gineer in the Department of Mental Health described to Mr 4:41 Hughes the steps the Town must take to acquire Hospital land or an interest in it First a letter should be sent from the Board0. ._ of Selectment to Dr Ronald Ebert, Chairman of the Land Use 4 Commission, Department of Mental Health, 190 Portland Street;, zr't , Bosto4 n, expressing interest in a portion of the Hospital laid -1- r+ : : Question arose as to who would draw the plan Mrs Nichols pdint=". _ ed out that there are two wet areas in which the Commission might be interested, according to topographical and soil maps " -' Dr Kas_sler will pursue this with Mr Hughes, with assistance froth Mrs Nichols. t -:.. c Transfer of State land would require an act of the Legislature. 4 Commission members expressed preference for acquisition of a m strip to connect with land which might be acquired from the Middlesex County Hospital. Land Acquisition Committee Meeting will take place Wednesday afternoon. In Tribute to Mr. Zaleski Commission agreed to present a certifi- cate, if it could be prepared in time. Granny Pond. A representative of the Soil Service is meeting Mesdames Frick and Pease tomorrow morning at 9 30. Naming Conservation Lands. Mrs. Pease reported that the Committee on Naming Lands recommended the following names West Farm (same) Hadley Woods (Drummer Boy) Hayden Woods Lower Vine Brook Conservation Land (Steeves-Mordoono) Upper Vine Brook II " (Ashley-Steeves) Willards Woods Conservation Land (Harrison) Diamond Marshes " " (Red Coat Lane) Simonds Meadow or Marshs) (Justin-Grove Street) Beaver Brook Watershed (Swenson Farm area) Commission voted unanimously in favor of "Lower Vine Brook Con- servation Land" and "Upper Vine Brook Conservation Land" and al- so unanimously in favor of sending the boy Scout Troop a letter as drafted by the Committee and read aloud. Boston Transportation Planning Review Someone is needed to at- tend their meetings every esday. The Planning Board has asked Tom Chalpin of the Engineering Department to do this Also men- tioned was Sue Hodgkins of the League of Women Voters. Election of Commission Officers Mrs Rawls moved to nominate Dr Kassler Chairman Mrs Pease nominated Mr Cohen Vice-Chairman but he declined Mr Cohen nominated Mrs Frick Vice Chairman As there were no other nominations , the Secretary was instructed to cast one ballot for each officer 1b ` Co C#i"radon.
