SELECTMENIS MEETING
DEC. 130 1937. '
A special meeting of the Board of Selectmen was held
in the Selectmen's Room, Town Office Building, at 7:30
P.M. Chairman Ferguson, Messrs. Potter and Giroux were
present. The Clerk was also present. Nine members of
the Executive Committee of the Town Meeting Members Assoc-
iation were present at the meeting.
The purpose of the meeting was to discuss budgets for
1938. Mr. Giroux acted as Chairman of the meeting. He
informed the group that the Board thought it would be best
for them to merely listen until after the Department head
finished and then the group could ask such questions as
they desired. He said that within a short time the Town
Accountant would submit it theoretical tax rate based on
the budgets as first submitted, plus necessary taxes, etc.

Mr. Lawrence G. Mitchell appeared before the Board
to discuss the various welfare budgets. The whole
matter of welfare was generally discussed and Mr. Mitchell
enlightened the group on many questions. It was the feeling
of the group that the personnel of the Welfare Department
should be increased by the addition of another investigator.
They thought that with another investigator it would be
possible to save money because of cases that were receiving

aid and were not needy.

Mr. Cutter said that in the first place when looking
at the Welfare budget, it seemed exceedingly large but
after hearing the discussion, he felt that the trouble
was with the Law. -ae thought that the Town was in for a
continued increase on account of the laws and that the
Welfare Department and the Board of Selectmen were doing
an excellent job in the matter of welfare, Mr. Giroux
said he thought it would be best to increase the Police
force and not the welfare department in order that a
Police officer might be assigned to whole or part time
investigating for the Welfare Department.
Mr. Mitchell said he thought the Town should provide
a car for the welfare department. Mr. Giroux told him
to write a letter to the Board requesting it.
Mr. Giroux informed the group that it had the right

to request Mr. Mitchell to appear before it at any one of
its meetings to discuss welfare questions. Mr. Mitchell
retired.

Mr, John J. Garrity appeared before the Board to dis-
cuss the Park,.Shade Tree and Moth budgets. He said that
his budgets were merely maintenance budgets and did not Moth, Park
vary greatly from the 1937 budgets. and Shade
Mr. Garrity said that a crew of men from the Welfare Tree
Department had started today working on gypsy moths from budgets.
Highland Avenue through the Ryder land and would eventually
get over as far as Fair Oaks. He said that this was a badly
infested area.
In the matter of general improvements recommended,
Mr. Garrity said that the toilet facilities at East Lex-
ington and the drinking fountain at North Lexington were
the most important. Mr. Garrity retired.
Mr.''Giroux asked the group when it wished to meet Next
again, and it was decided to meet on Monday, December27th Meeting.

Mr. Giroux asked the group what it thought of thts
method of discussing the budgets, and they said that they
thought it was the only way of making the Town Meeting
Memberst Association function.
The meeting adjourned at 10:40 P. M.
