PUBLIC HEARING REGARDING NOTICE OF INTENT OF HARTWELL AVENUE REALTY

HARTWELL AVENUE, IN' THE VICINITY OF THE KILN BROOK; LEXINGTONoat
The hearing was opened at 8 00 p.m by the Vice-Chairman of the
Cgnservation OeSmmission, Mrs. Angela E Frick, who read the duly
advertised, posted. and written notifications of this hearing,
held in accordance with the provisions of G L.c 131, Sec 40
a , (Hatch Act) as amended under Chapter 1020, Acts of 1971
Present were all the above-listed people, plus the following
representatives of the applicant Robert E Raymond, Engineer,
of Bradford Saivetz & Associates, Inc , of Braintree, Wilbur C.
Tylander, co-owner; Alfred P Tropeano,, co-owner, and Bertram
Q Wilcox, representing co-owner Campanelli, Inc , of Braintree.
Also present were Allan Ennis, Planning Board Intern
Representatives of the Applicant stated that the present applica-
tion was only for a cul-de-sac road into property to allow for a possible
building northwest of the road on what was described as high,
dry land, which could bja 67,000 square foot building of undeter-
mined use, since two tenants were under consideration. Also un-
der consideration was another possible use of the land, involving
the entire 19-acre tract owned by Hartwell Ave Realty Trust and
the building of a 200 ,000 square foot building In that case,
another Hatch Act hearing would have to be held.
The building of the cul-de-sac roadway would involve filling of
some low land to 2 to 4 feet above grade or to 120-foot level,
(water table reported to be about 114 feet high) and a surface
drainage ditch to pass throigaland of O' Connor Realty Trust on its
way - at .2% slope - to the Kiln Brook According to the appli-
cant there would be very little filling and no holding pond would
be necessary Applicant also stated that there would be a 24-inch
culvert placed beneath the proposed roadway parallel to Hartwell
Avenue, similar to the 12-inch culvert now under the Chandler
Leasing Corp area.
When asked about erosion control during construction, the appli-
cant stated that the road would be built to Town specifications
and that a stilling basin would be possible, if necessary to pre-
vent suspended solids
Mrs Wheaton reminded the applicant of the DNR letter of February,
1971 on the Shawsheen River watershed After a review of history
of the last permit, hearing was closed at 8 40 p m

Minuteman Regional Vocational School Building Committee representa-
tives Alfred Cron and Benjamin Bugbee appeared to present revised
'plans tothe Commission. "Water retention" is the philosophy of
the site development plan. Some of its features are
- Addition of 8 drains in the parking areas, which are in
filled areas, with 3-foot sumps, grease traps and porous
pipe leaching.
- Sanitary sewer pumping station Will be on school property;
manhole will have leakproof joint encased in concrete for
extra protection
- Land along the access road will be left in its natural state.
Commission expressed concern that culvert under access road
with invert level. 9 inches higher than that of culvert under
Marrett Road might cause stagnant standing water and harm
existing trees
- Pond SE of the school will provide standby water for fire-
fighting. Depth of pond about 3 to 4 feet.
- All disturbed areas will be loamed and seeded.

- Calculations for 50-year storm/demonstrate that old drains
under Mill Street are inadequate, but this is in Lincoln.
Letter to be sent DNR expressing Commission' s pleasure at co-
operative attitude of School District Committee and recommendation
that invert of culvert under access road be lowered to level of
that under Narrett Road. (AEF)

Great Meadow Committee met with the Redevelopment Board of Arlington.
; 'It was proposed that the Joint Great Meadow Committee should be
supervisors (with funding) of any comprehensive plan for the
.Great Meadow. Meeting may take place September 19 or 21. (AEF)
Cane and Islands Financial Corp. has been granted a permit with
conditions incorporated verbatim from the Commission' s letter of
recommendation to the DNR.
Minutes of the August 114, 1972 meeting of the Commission were
approved as amended.
Commission's September meetings were scheduled Mondays September 11
and 25.
Executive Session was declared at 10 15 for discussion of 1973
program. Meeting adjourned at 10 11.3 p.m. , until Monday, August
28 at 7 45 p.m.
