SEIE CTMEN'S RECORDS - SPECIAL MEETING
FEBRUARY 8th, 1937.
A special meeting of the Board of Selectmen was
held in the Selectmen's Room, Town Office Building, at
3:30 P.M. Chairman Ferguson, Messrs. Potter, Clark
and Giroux were present. The Clerk was also present.
Letter was received from the Town Counsel advising
that Judge Walsh had decided against the Town in the
three Ryder drainage cases which were tried before him
in January. It appears that the Judge adopted the
Auditor's findings in the question of damages without
any reduction and with the addition of interest and
ruled against the Town on the question of liability. In
one case he ordered judgment to be entered for the defend-
ant; in another case a finding for the plaintiff of
285.75; and in another case a finding for the plaintiff
of $12pO8O,24. Mr. Wrightington said that he had filed
a claim of exceptions to protecttheinterests of the
Town. If the Town is to carry the case to the Supreme
Judicial Court, a bill of exceptions should be filed in
a little more than two weeks. The first step would be

in on Tuesday evening to discuss the matter.
A request was received from J. Comerato of Con-
cord Road, Bedford, for permission to clean out the
cesspool at the Rucker property at 04 Hayes Avenue.
Mr. Rucker said that he called Peter Canessa to do the
work and Canessa informed him that his apparatus was out
of order.
It was.deeided to allow Mr. Comerato to do the work
and to instruct Mr. Raymond to find out what the matter
was with Canessa's apparatus.
Mr. Giroux moved that the Supt. of Public Works be
Patriot's instructed to have the Town Engineer prepare specifica-
Drive, tions and designs for the roadway and public utilities
for Patriot's Drive. Mr. Potter seconded the motion and
it was so voted.
Letter was received from the Appropriation Committee
advising that that body voted in favor of a restoration
Salaries. to the School, Police and Fire Departments of the balance
of the pay out which was made in 1933. The Committee
felt that the salaries paid in all other departments
should be readjusted as of July 1st, 1937, and that the
restorations should be effective as of that date. The
Appropriation Committee requested that the Selectmen

' make no recommendations for salary increases to be
effective before July 1st, 1937.
Mr. Clark moved that the restoration of the balance
due on the wage cut be effective as of July lst, 1937.
Mr. Giroux seconded the motion and it was so voted.
The following budgets were discussed with Mr. Ray-
mond:
Sewer Maintenance.
The budget was submitted -n t e amount of $8082.00.
The sum of $834.00 was requested for salary of the Sup-
erintendent. Mr. Raymond said that the Superintendent's
salary was figured at $40.00 per week until March lst
and $50.00 per week from that date on. Mr. Raymond
said that he thought that the salary of the Supt. of
Streets and the Supt. of the Water and Sewer Department
should be the same. Mr. Giroux moved that the salary
of the Acting Shpt. of the Water and Sewer Department
be put on a basis of $45.00 per week beginning July lst,
1937. Mr. Potter seconded the motion and it was so voted.
The sum of $4600.00 was requested for Labor and Mr.
Raymond said that $1800.00 was for sewer maintenance and
I' $2800. wasfor trunk line sewer repairs. The sum of $300.
was requested for pipe and fittings and Mr. Raymond said
' -that $250.00 bf this was to pay for pipe for the trunk
line sewer.
Mr. Potter moved that the budget be approved as sub-
mitted with the exception of the Superintendent's salary.
Mr. Giroux seconded the motion and it was so voted.

Maintenance
Water Maintenance
Replacements.
The budget was submitted in --the amount of $1500.00. Water
Mr. Raymond said that this appropriation was to cover Maintenance
meters, hydrants and services that had to be replaced. Replacements
He thought that this amount would take care of 50 meters,
7 hydrants and 25 water services. Mr. Potter moved that,
the budget be approved as submitted. Mr. Giroux seconded
the motion and it was so voted.
Water Maintenance.
The budget was submitted in the amount of $611,1009
The amount of $1725.00 was requested for salary of Supt.
and it was decided to revise this figure according to Water
the increase in salary previously voted for the Super- Maintenance
intendant. The sum of U1350.00 was requested for salaries
of Clerks. An increase of $1.00 was requested for Ruth
Hayes and $4.00 was requested for Isabelle Harvey, both
' to be effective as of April lst, 1937. Mr. Potter moved
that an increase of $1.00 in the salary of Miss Hayes be
approved and an increase of $2.00 be approved for Isabelle
Harvey, both to be effective as of July 1st. Mr. Giroux
seconded the motion and it was so voted.

The sum of $2200.00 was requested for equipment and '
repairs which was $700.00 more than what was appropriated
last year for this item. Mr. Raymond said that this in-
crease was due to the fact that it will be necessary to
overhaul both compressors.
Mr. Potter moved that the budget be approved as
submitted with deductions caused by revision of salaries.
Mr. Giroux seconded the motion and it was so voted.
Water Services.
Water The sum of $5200. 0 was requested and Mr. Raymond
Services. said that this would take care of installing 60 services.
Mr. Clark moved that the budget be approved as submitted.
Mr. Potter seconded the motion and it was so voted.
Sewer Services.
The sum of $1550M was requested and Mr. Raymond
Sewer said that assuming that new sewer services could be put
Services. in the same trench with water services, this amount would
take care of forty new services. Mr. Potter moved that
the budget be approved as submitted. Mr. Giroux seconded
the motion and it was so voted.
Insurance
The budget was submitted in e amount of $6100.00.
Included was an item of $45.00 for hold-up insurance. '
Mr. Clark suggested that the hold-up insurance be put
Insurance on a three year basis and said that he wished to be
recorded in opposition to hold-up insurance in view of
the fact that the Police Dept. is downstairs. Mr.
Giroux moved that the budget be approved a's submitted with
the suggestion that the Supt. of Public Works consider
putting the hold-up insurance on a three year basis. Mr.
Potter seconded the motion and it was so voted.
Public Works Bldg. Repair
Pub. Works
The budget was submittod in the amount of §1730.00.
Building
Mr. Giroux moved that it be approved as submitted. Mr.
Repair.
Potter seconded the motion and it was so voted.
Chapter 90 Work
The sum of $3,00d. was requested for maintenance

and Mr. Clark moved that this amount be approved. Mr.
Work.
Potter seconded the motion and it was so voted.
The sum of $1000.00 was requested for Watertown
Street and Mr. Clark moved that this amount be approved.
Mr. Potter seconded the motion and it was so voted.
The sum of $4700.00 was requested for Waltham Street
and Mr. Potter moved that this amount be approved. Mr.
Giroux seconded the motion and it was so voted. Mr.
Clark voted in opposition to the matter. '

Reed Street Construction
The sum of $11 0803.55 was requested and this did
not include the sum of $8200.00 for drainage. Mr. Giroux
asked if this job could be done in two or three years,
and Mr. Raymond said that it could and that the scarify-
ing and construction of sidewalks could be omitted this
year. He said, however, that he would not recommend
doing anything on Reed Street if the drainage work was
omitted.
Mr. Giroux moved that the installation of drainage
for Reed Street at an estimated cost of $8200.00 be
approved and that $5100. be approved for toadwork in
that street. Mr. Clark seconded the motion and it was
so voted.

Curbing Construction
The sum of $2,,000. w� as rqueted. — r. Giroux moved Curbing
that the budget be approved as submitted. Mr. Potter Construction
seconded the motion and it was so voted. Mr. Clark
voted in opposition to the matter.
Road Machinery Acct.
The sum of $8515 warequested f or this account.
Included was $290*00for the purchase of a new pump.
Mr. Raymond said that a pump was being used right along Road
by the W.P.A. and by applying the rental charge to the Machinery
purchase price, it was more than half paid for now. He Account.
recommended that it be deducted from this appropriation
and paid for from the W.P.A. Labor and Materials approp-
riation. Mr. Potter moved that this item be deducted
from the budget. Mr. Giroux seconded the motion and it
was so voted.
Mr. Potter moved that the budget be approved in the
amount of $8225.00. Mr. Giroux seconded the motion and
it was so voted.
Fire Department
Mr. Giroux moved that t eh em oyment of two men
from May 1st on be approved. Mr. Potter seconded the
motion and it was so voted.
Mr. Giroux moved that the sum of 2,000. be Fire
approved for the installation of under ground cable in Department
Mass. Avenue., Mr. Potter seconded the motion and it
was so voted. It was suggested that the Chairman discuss
this matter with Chief Taylor.
Mr. Giroux moved that the sum of $1800.00 be approved
for the purchase of a new whistle apparatus to be located
in the Cary Memorial Building., Mr. Potter seconded the
motion and it was so voted.
No action was taken on the balance of the Capital
Expenditures requested by Chief Taylor.
The following salaries were discussed:
Public Welfare �De tom. Mr. Potter moved that the salary
of MurielEdkins be increased from $12. to $15. per
Salaries week. Mr. Giroux seconded the motion and it was so voted.
Mr. Potter moved that Mr. Lawrence G. Mitchell's
salary be increased from $35.00 to $40.00 per week. Mr.
Giroux seconded the motion and it was so voted.
Mr. Potter moved that Mr. George Morse's salary be
increased from $25.00 to $30.00 per week. Mr. Giroux
seconded the motion and it was so voted.
Supt. of Public Works Office:
No action was taken on the salary of Cecilia Donnellan.
Park Department:
Mr. Giroux mw ed that Miss Doris Ohlsofils salary be
increased from $12.00 to $14.00 per week. Mr. Potter
seconded the motion and it was so voted.
Highway Department:
. Giroux moved that Miss Corcoran's salary be in-
creased from $12.00 to $15.00 per week. Mr. -Potter
seconded the motion and it was so voted.
Mr. Giroux moved that Mr. William C. Paxton's salary
be increased from $40.00 to $50;00 per week. Mr. Potter
seconded the motion and it was so voted.
Selectmen's Office:
r. Giroux moved that Elinor Moakley's salary be
increased from $19.00 to $24.00 per week. Mr. Potter
seconded the motion and it was so voted.
It was voted to increase Miss Eleanor Lowe's salary
from $29.00 to $32.00 per week.
lir. Giroux moved that the present Acting Supt. of
Ross - the Water and Sewer Department, Mr. Joseph A. Ross, be
Appointment. appointed Supt* of the Water and Sewer Department for
one year beginning March 1st, 1937. Mr: Clark sedonded
the motion and it was so voted.
The Board discussed the placing of the contract for
tires. Mr. Potter said that he thought the question fcr
service should be considered. He said that it would be
necessary to take the tires when they Were ordered and
store them at the Public Works Building. Mr. Raymond
Tire said that the guaranty would start when the tires were
Contract mounted. Mr. Clark said that Mr. Needham stated that
his company would do anything that any other company waa ld
do in the matter of service, etc. Mr. Raymond said that
Mr. Sheldon of the General Tire Co. had a man come out
every month last year to look over old tiresand he would
advise having the same company continue the service this
year as it will be the General Tires that will -be wearing
out.
Mr. Raymond said that there was another angLa on the
tire question to be considered. He said it was worth a

great deal to the Police Department to have tire changing
service as when that Department wanted a tire changed,
it was usually wanted in a great hurry. He thought it
probably would•be worth while to have a local dealer
supply these tires. Mr. Clark asked if tire service would
be needed very much and Mr. Raymond said that the Police
Department purchased eight new tires and thirteen tubes
in 1936. Mr. Potter moved that the Supt. of Public Works
be granted the privilege of purchasing tires for the Police
Department from a local dealer. Mr. Giroux seconded the
motion and it was so voted.
The Chairman suggested that Mr. Raymond look into
the matter of using super tires for the Police Department.
It was decided to meet Tuesday evening at 6;00 P.M.
The meeting adjourned at 6;00 P.M.
